Consejo de Seguridad Nuclear

The Consejo de Seguridad Nuclear (abbreviation CSN ; roughly: "Council for Nuclear Safety") is the Spanish nuclear supervisory authority . It is independent of the central government and has its own legal personality. Its task is to guarantee nuclear safety and radiation protection for people and the environment. Its structure, functions, powers and organization were reformed in October 2007 ( Ley de Creación , roughly: "Law of Creation").

The Madrid- based authority also publishes operational data from Spanish nuclear power plants (mode of operation, thermal and electrical power, pressure, primary concentration of boron in the nuclear reactors and others).

The CSN is (as of March 2014) a collegial body made up of a chairman, a deputy chairman and three directors. Their term of office is limited to two terms of six years each.

In total, the CSN (as of December 2014) has over 446 employees (more than 60% of them technical staff).

Article 5 of Law 25/1964 of April 29th on nuclear energy mentioned a supervisory authority (“… tendrá por misión fomentar, orientar, dirigir investigaciones, estudios, experiencias y trabajos conducentes al desarrollo de las aplicaciones de la energía nuclear, a los fines nacionales ya la promoción de una industria de materiales y equipos nucleares ”).

The Franco era ended in Spain in 1977/78. In September 1977 the first government of the Spanish democracy began work on the preparation of an energy plan for the years 1978-1987. The idea of ​​creating an independent nuclear regulatory agency was discussed (this had happened in some other industrialized countries in previous years; see the nuclear regulatory agency # story ).

In 1979 the Spanish parliament dealt with the plan. Law 15/80 of April 22, 1980 and Royal Decree 82 11-57 developed the Consejo de Seguridad Nuclear 's statute.

The first five presidents since its inception were Francisco Pascual Martinez, Donato Fuejo See, Juan Manuel Bonilla Kindelan Gomez, Maria-Teresa Estevan Bolea and Carmen Martínez Ten.

On November 7th, 2007 Law 33/2007 (reform of the CSN) was passed.

Functions

The CSN is a collegiate body made up of a chairman, vice chairman and three directors. Each of the five can hold a maximum of two terms of six years. The members are (as of December 2016):

  • President, Fernando Marti Scharfhausen (appointed December 28, 2012)
  • Vice-President, Rosario Velasco García (appointed February 22, 2013)
  • Commissioner, Javier Dies Llovera (appointed 16 October 2015)
  • Commissioner, Fernando Vicente Castelló Boronat (appointed February 22, 2013)
  • Commissioner, Cristina Narbona Ruiz (appointed 28 December 2012)

The General Secretary has been Maria Luisa Rodríguez López since 2013.

The body is supported in its work by a general secretariat.

The CSN issues permits (e.g. operating permits), inspects facilities, makes suggestions for improvement, can impose sanctions if regulations are not complied with, publishes technical standards, reviews emergency plans, checks the radiation protection of employees and the general public, measures emitted and imposed radiation quantities.

The CSN can suspend the construction or operation of facilities for security reasons. Licenses to persons responsible for the operation of the facilities, the influence of this on the environment and sets the limits and conditions for the operation so that it does not present any unacceptable radiological effects on humans or the environment.

The CSN informs the public about matters within the scope of its responsibilities and activities. He also reports annually to various parliaments and other bodies (Spanish parliament and parliaments of the regions in whose territory there are nuclear facilities).
