Constitutio de regalibus

Constitutio de regalibus is the non-contemporary name for the wisdom that was created on the order of Emperor Frederick I at the Reichstag of Roncaglia in 1158 by Bolognese lawyers ( Bulgarus , Martinus Gosia , Iacobus and Hugo de Porta Ravennate ) and 28 representatives from 14 Lombard cities . The financially usable rights such as customs, coins or rights of way and the delegated sovereign rights, which wereunderstoodas regalia , were granted in their entirety to the emperor, who was only supposed to re-issue those whose legal possession could be proven. In practice, however, local deviations from this general description of the legal system can be observed. In the cities, after the conference, the regalia and their income were determined by legates, and the fodrum was also to be collected. Initially, the regulations failed due to the resistance of the Lombard League of Towns ; it was not until 1183, in the Peace of Constance, that the imperial sovereignty was recognized, which was then given to the towns against interest payments.
