In Germany, the cover card (previously double card , precisely: insurance confirmation card ) was proof of the existing motor vehicle liability insurance for registrations and re-registrations of vehicles or trailers that were subject to registration.

Until December 31, 2002, the insurance confirmation card was also called a double card because the registration office forwarded a copy to the insurer. Since January 1, 2003, data has only been transmitted electronically ( electronic confirmation of insurance ; eVB). Therefore the 'double' is omitted.

The insurance company expresses its willingness to conclude an insurance contract. The policyholder has liability insurance cover from the date of admission as part of the provisional cover (for all other insurances, the insurance cover only begins after payment of the first premium).

The cover card was required for the following reasons:

  • New registration of a vehicle
  • Vehicle change
  • Change of insurer
  • Transfer of the vehicle to a different owner
  • Re-registration of a decommissioned vehicle
  • Allocation of a new number plate when changing residence

Since March 1, 2008, the insurance confirmation process has been carried out electronically with an insurance confirmation number ("VB number" for short) provided by the insurer. The reason for the change was that the exchange of data between the Federal Motor Transport Authority, vehicle registration offices and the insurers should be electronic and therefore faster. Public authorities should also be relieved.
