Electronic insurance confirmation

An electronic confirmation of insurance (eVB) is in Germany proof of insurance company beyond the statutory motor liability insurance ( "cover") for a traffic forming in the public sphere automobile. The confirmation must be submitted to the vehicle registration authority when the vehicle is first registered and in the event of technical or personal changes to the vehicle. Only then can the admissions office issue an approval . The electronic insurance confirmation contains, among other things, the insurance confirmation number (VB number for short, often incorrectly referred to as eVB number).

Before 2008

Before the electronic confirmation of insurance was introduced in 2008, the cover card served as proof of insurance . An insurance company issued a confirmation in paper form, on which the data of the policyholder and the vehicle were noted. It was a double card: one copy was given to the policyholder, another was sent to the branch of the insurance company. Only after the latter had been received by the insurance company did it become known that provisional cover had to be guaranteed. This procedure was therefore associated with greater effort.

Application

Compared to the cover card, applying for an electronic insurance confirmation is associated with less effort. To save time and money, it is possible to request this number online. It is then sent either by email or SMS. The eVB method has therefore completely replaced the previous double card.

VB number

The VB number consists of seven characters, each represented by digits or capital letters. The letters I and O are not used. This is to avoid confusion with the digits 0 and 1. The first two characters identify the issuing insurance company. This assignment is carried out by GDV Dienstleistungs-GmbH (GDV DL).

Period of validity

Every insurance company can determine the period of validity of its issued VB number itself. The GDV DL recommends a period of validity between 3 and 18 months. The maximum permitted period of validity is 24 months. Many insurance companies reduce the period of validity to 3, 6 or 9 months. If the VB number is not used within the validity period, it will expire and can be reassigned later by the insurance company after a blocking period has expired.

Normal VB numbers can only be used once. For customers with large vehicle fleets, the insurer can issue a permanent eVB, which is then valid for all vehicle registrations of this company. These permanent eVBs do not have a limited period of validity.

Occasions

The electronic confirmation of insurance is mainly required for the following occasions:

  • New registration of a vehicle
  • Change of a vehicle
  • New license plate
  • Re-registration of a decommissioned vehicle
  • Re-registration of the vehicle to another owner
  • Changes to the vehicle that must be entered in the vehicle documents and are not covered by an eVB with restrictions (e.g. intended use)
  • Application for a short-term license plate (e.g. for transfer or test drives)

Car comprehensive insurance

With the electronic insurance confirmation, only the motor vehicle liability insurance cover is confirmed upon admission. Any desired comprehensive insurance cover must also be requested from the insurer.

GDV Dienstleistungs-GmbH (GDV DL) is responsible for the organization and data exchange between the vehicle registration office and the insurance company. Current VB numbers are stored together with the policyholder's data in a GDV DL database. The registration authorities have the data for compulsory insurance sent to them by GDV DL via the Federal Motor Transport Authority . The data records are assigned using the VB number.

GDV DL acts as a clearing house between the licensing authorities and the insurance industry. It takes care of the data exchange.
