A Deemster ( Manx : briw ) is a judge on the Isle of Man . A deemster or appellate judge presides over the Isle of Man High Court . The Deemster also proclaim laws on Tynwald Day by reading them out loud to the people in English and Manx . Before 1980, the First and Second Deemster each had a seat in the House of Lords, the Legislative Council .

There are only three full-time judges or deemsters on the Isle of Man. These are the First Deemster, who is also the Deputy Lieutenant Governor and who, in the event of a vacancy, takes over his functions, the Second Deemster and the Deputy Deemster.
