Crisis preparedness list
A crisis prevention list or list of Germans is a “list of Germans resident in the consular district and other warriors and their family members”, which the respective German diplomatic mission abroad maintains to prepare for disasters .
According to § 6 I KonsG, occurring or threatening "natural disasters, warlike or revolutionary entanglements or comparable events that cause damage to the population or parts of them" are considered to be such catastrophes . According to the German Foreign Office's advisor from June 2002, what is meant is , in addition to "major incidents, riots that make it necessary to evacuate German citizens from the affected areas in individual cases ". The granting of help and protection for German citizens by the German diplomatic mission is the exercise of diplomatic protection under international law .
Due to their Union citizenship , Germans are also entitled to help from the consulate of another EU member state if there is no German diplomatic representation in the country.
Admission to the German list or the crisis prevention list is voluntary. It has been carried out since November 2008 using an online process called "Electronic registration of Germans abroad ( ELEFAND )", which can also be used to update contact details with password protection.
The German list is not to be confused with the historical German people's list .
