The German Forestry Council (DFWR) is a representation of actors involved in forestry and the forest in the Federal Republic of Germany . The aim of the DFWR is sustainable forestry, which means that the maintenance and management of the forests should take place in the interest of their healthy, stable and efficient condition, their multifunctionality through use, protection and recreation and in the interest of the national culture and environmental protection. This is the basis for around 2 million forest owners in Germany who manage a forest area of 11.4 million hectares - that is around 32% of the federal territory. The members of the German Forestry Council are around 70 honorary members from its member organizations.
aims
As a forest policy institution, the DFWR represents the interests of forestry according to the three pillars of sustainability :
- Economic sustainability: Maintaining and securing the profitability of forestry
- Production of high quality wood in stable forests
- Securing a sufficient income for the forest owners
- Creation and safeguarding of qualified jobs in the forest
- Ecological sustainability: landscape, nature and environmental protection in the forest
- Protection and conservation of a diverse flora and fauna and their habitats within the framework of sustainable, near-natural forest management
- Forest-compatible hoofed game populations
- Preservation and promotion of biodiversity through tiered, species-rich forest stands
- Social sustainability: recreational function, protective function: water, soil, climate
- Climate protection through sustainably managed forests
- Forest waterworks: drinking water, flood and soil protection and groundwater filters
- Securing the forest as a recreational and adventure space for the citizens
organization
The registered association and has its seat in the House of Agriculture and Food Industry in Berlin. The organs are the general assembly, the presidium and the president.
The general assembly consists of 71 representatives from the member organizations of the DFWR. These are named by the member organizations. The Presidium consists of three representatives from the federal states and three representatives from private forest ownership and one representative from communal forest ownership. The Presidium is headed by the President, and Georg Schirmbeck has been President of the DFWR since 2007 . The President and Presidium are elected for three years by the General Assembly. The managing director has been Franz Thoma since April 15, 2019.
Committees
The technical work is carried out in various working groups and committees in which experts in their fields advise on current issues and problems, from legal framework conditions to topics of practical forest management. The standing committees of the DFWR are:
- Timber Market Committee
The wood market committee analyzes the developments on the different wood markets (coniferous logs, hardwood logs, industrial wood, paper wood) in order to better assess trends. In addition, specialist forums on current topics such as B. the additional mobilization of wood performed.
- Business Management Committee
The committee for business administration deals with questions of forest accounting, with new income possibilities for forest enterprises as well as with tax questions. So were z. B. Recommendations for the standardization of forest accounting were drawn up, with which a nationwide standard was set.
- The Committee on Legal Affairs, Regional Planning and the Environment
During the association hearings, the DFWR issues differentiated statements on draft laws with forest-related content so that forestry issues are adequately taken into account. The advice and preparation of these opinions are the focus of the work of the Legal Committee.
- Public Committee
The aim of the committee is to further professionalize public relations work in German forestry. Within the industry, the cooperation between the German forestry sector in communication work is to be intensified and improved. Outside the sector, the aim is to ensure that the German forestry sector is perceived as an economic sector and that its position in communication is strengthened.
- European Policy Committee
The committee's task is to increase the effectiveness of forest policy lobbying at EU level. For this purpose, the forestry positions in Germany are pooled in order to position themselves vis-à-vis the federal government. In order to “speak with one voice” on current processes, there is a close exchange between the organizations and other bodies. Issues beyond the EU are also dealt with.
history
The association was founded in 1950 as the successor organization to the "Reich Forestry Council" established in 1919, which was dissolved in 1934 by the dictatorship of the National Socialists. The seat of the German Forestry Council was in Bonn until December 2007 before it started its work in Berlin in January 2008.
