Devolution (constitutional law)
The term devolution (of Latin devolvere , roll down 'or in spirit, roll off') referred to in the constitutional theory the transfer of administrative functions in a unitary state to regional authorities . The regional bodies obtain their political legitimacy through this transfer. The political sovereignty remains with the transferring body, which can also dissolve the regional bodies or change their competencies . In contrast to this is the concept of federalism , in which the member states have their own legitimacy and only transfer this to a larger unit through their union.
