He received his education in Quibdó and Medellín . He began his law studies at the Universidad de Antioquia , which he had to leave in 1928 due to his political commitment. He then finished his law studies at the Universidad Nacional de Colombia and was the first lawyer born in Chocó. During his stay in Bogotá he became one of the most important student activists of the Partido Liberal and emerged primarily as a representative of the socialist wing.

In 1933 he was elected as the parliamentary representative of Antoquia. Today's Chocó still belonged to Antoquia and Diego Luis Cordoba received the votes from the region from which it came. For fourteen years he politically represented the black population of Antoquia, who lived mainly in the area of today's Chocó. In 1947 he finally succeeded in establishing the province ("Departamento") Chocó, with the aim of giving autonomy to the region with the highest density of black population.

Diego Luis Córdoba's surname became a symbol for a strong liberal movement of the Chocó and his words are still alive today in the people of the Chocó: "Through ignorance we sink into bondage, through education we climb up to freedom."
