Graduate in finance (general financial administration)

from Wikipedia, the free encyclopedia

The graduate financial economist (FH) - specializing in general financial management, was in Baden-Württemberg, like the graduate financial economist (FH) of the tax administration and the graduate administration graduate (FH), entry requirements for the higher non-technical service. Since September 2008 this has been replaced by a corresponding course in "Public Financial Management", which leads to a Bachelor's degree after six semesters.

While the latter two are specifically geared to the needs of the tax administration or the local government and regional councils, the course content of the General Finance Administration is geared in particular to the needs of the state asset / property management, the state treasury and the state office for salaries and pensions.

education

The training took place in two semesters of basic and main studies at the HVF Ludwigsburg (University of Public Administration and Finance). In between, stations had to be completed in the one-year practical phase. Possible hiring authorities are listed below:

  • Landesoberkasse Baden-Württemberg (Central State Treasury)
  • State Office for Salaries and Supply Baden-Württemberg
  • Archbishop's Ordinariate Freiburg

Main course contents are

  • Private law, especially real estate law
  • Constitutional and administrative law
  • Labor and personnel law
  • State budget, cash and accounting, business administration, economics

New bachelor's degree

According to the new APrO Fin gD from 2008, the previous state examination is no longer applicable and career qualification is now acquired immediately after successfully passing the last module examinations, the oral examination in the specialization area and the oral defense of the bachelor thesis. The three main areas of study remain the same as in the old diploma - personnel management (including organization and communication), real estate and building management and financial management. In the 5th and 6th semester, since 2008 either the specialization area of personnel management or real estate management can be chosen. Graduates receive the degree of Bachelor of Laws (LL.B.)

The two-semester practical phase has also been redesigned. It is divided into four sections of three months each, which are interrupted by so-called PAGs (practice-accompanying working groups). Each PAG unit concludes with a written examination, the result of which is also included in the bachelor's degree. In addition, the four practical sections no longer have to take place at fixed and precisely defined stations, as was previously the case. This makes it possible to complete the practical phase completely outside the state administration. The only requirement is that the content of the respective practical section should be in one of the three above-mentioned main areas of study. All three priorities must be covered, and the duration of the elective position has been extended by one month compared to the diploma. These measures enable practical training in local government and the private sector without neglecting the minimum level of knowledge required for a later service in the state administration. The Bachelor students are thus much more free in their personal choice of the practical station, but must also try to find one of their own accord, as there is no scheduled allocation by the recruiting authority (management of the Landesbetrieb Vermögens und Bau Baden-Württemberg in Stuttgart or the State Office for Salary) and supply in Fellbach).
