This league level is the lowest division under the responsibility of the national football association Svenska Fotbollförbundet , while the regional associations are responsible for playing in the lower divisions.

The 144 teams are divided into 12 regional leagues. Each team plays 2 games against each other in the same league in one season. One game takes place at home, the other away. After the 22nd game day, the 12 champions move up to Division 2 and the 12 runners-up play a relegation playoff against the 12 third-worst teams in Division 2.

The last three teams in each league are relegated to Division 4. The fourth from bottom play playoffs against teams from Division 4.
