Third remission

The colloquial term “third decree” stands for part of a school ordinance in the state of North Rhine-Westphalia , according to which the school principal had to approve the evaluation of a class test until 2006 if a third of the students had not achieved a sufficient result.

Section 6 (8) of the Training and Examination Regulations for Secondary Level I (APO SI) of the State of North Rhine-Westphalia read as follows:

If a third of the pupils do not achieve a sufficient result in a class test, the school principal decides after hearing the subject teacher whether the requirements were appropriate. In this case the work is to be assessed, otherwise it is to be repeated.

Teachers had often complained that they had to adjust the transcript of their class work as a result.

After the change of government in 2005, the provision was lifted in May 2006 by School Minister Barbara Sommer in accordance with the coalition agreement . Since then, a social reference system has no longer dominated the assessment of student performance. The teachers decide on their own responsibility about the individual distribution of grades.

The State Parents' Council criticized the fact that in the future the achievement of the goals of the core curricula will be monitored, but not whether the pupils have been put in a position to achieve these goals.

Other federal states

In other federal states, the hurdle is 25 or 50 percent.
