Dual delivery

Dual delivery is an administrative practice of the Austrian authorities to send documents primarily to an electronic mailbox of the recipient and to only use traditional letter post as a secondary priority . The transmission according to the specifications of the Austrian delivery law is just as legally effective as the postal delivery and, if necessary, verifiable as a return receipt letter of the RSa or RSb levels.

The process is referred to as dual because the delivery is initially initiated by the official sender regardless of the transmission route and handed over to an approved service provider, who uses the so-called delivery header to check whether the addressee can be reached via a central electronic mailbox. If this is the case, the document is sent electronically and can be accessed using the citizen card . Recipients without an electronic mailbox, on the other hand, receive the letter by post without the official sender having to request this separately. From the point of view of the authorities, the dual dispatch takes place via a uniform interface and does not require any complex differentiation.

Dual delivery is not specifically anchored in the Delivery Act, but is based on the provisions on “physical delivery” ( § 13 ff.) With those of “ electronic delivery ” ( § 28 ff.).
