As mail were previously closed and open mail items that are not considered parcel be treated or serve the payments. Since January 1, 2019, only documents may be sent by post because the Universal Postal Union has stipulated that the movement of goods should be treated separately.

The Universal Postal Union regulates the conditions for shipping and the quality of the envelopes internationally.

As a result of the possibilities of digitization , the volume of letter mail has decreased, especially in industrialized countries.
