Letter post
As mail were previously closed and open mail items that are not considered parcel be treated or serve the payments. Since January 1, 2019, only documents may be sent by post because the Universal Postal Union has stipulated that the movement of goods should be treated separately.

The term used to appear in the postal service instructions of the old German states , the North German Confederation and the Reichspost . Bavaria counted letters, parcels of writing, cruciate tape shipments and goods samples up to 4 lots for letter post. Saxony up to 8 lot and registered letters and Hanover letters or letter packages up to 8 inch lot and octave shape. In Württemberg, letters up to 4 Lot and heavier letters were valid if they consisted of letters packed together (otherwise prohibited everywhere), and heavier letters if the sender had expressly requested it or if they were put in the mailbox. It was similar in Baden, in Holstein it was at the discretion of the official which form he chose and finally Thurn und Taxis , where letters and writings up to 4 Lot and heavier were only sent by post on request.
The Universal Postal Union regulates the conditions for shipping and the quality of the envelopes internationally.
As a result of the possibilities of digitization , the volume of letter mail has decreased, especially in industrialized countries.
