With the EAC marking , the manufacturer , the distributor or the authorized representative declares that the product, which is being marketed for the first time in the area of ​​the Eurasian Economic Union , meets the applicable safety requirements that are specified in the technical regulations of the Eurasian Economic Union . If the conformity test is successful, the products must be marked with the EAC conformity mark. EAC is an abbreviation for Eurasian Conformity. The EAC mark was introduced in August 2013. In terms of content, it is similar to the European CE mark .

Originally, the conformity of products which were placed on the market of the USSR or Russia for the first time was confirmed with GOST and TR standards.

On July 1st, 2010 the customs code of the customs union between Russia, Belarus and Kazakhstan came into force. The new customs code should replace existing national certification regulations such as Russian GOST-R, TR or Kazakh GOST-K standards with the uniform technical regulations and technical guidelines of the customs union by 2015.

Products that meet the requirements of the technical regulations of the Customs Union or the Eurasian Economic Union (consisting of Russia, Belarus, Armenia , Kazakhstan, Kyrgyzstan ) are marked with an EAC mark. The uniform EAC marking of the customs union with the EAC mark was determined by the decision of the Commission of the Customs Union No. 711 of July 15, 2011.

The term " TR marking ", which is often used in everyday language, in connection with the confirmation of conformity with the requirements of the technical regulations of the ZU or EAEU is therefore incorrect. Since February 2010, the new list of products that are subject to certification and declaration has been in effect for the GOST-regulated area. With Federal Law No. 385 of December 30, 2009 on the amendments to the Federal Law "On Technical Regulation", the original deadline of 2010 was repealed at the personal request of the then Russian President Dmitry Medvedev and the following points were ordered to be worked out:

  • Simplification of the procedure for TR introduction or amendment in Russia (Ministry of Industry and Trade)
  • Use of international or foreign standards and guidelines is permitted (official translation, expertise by the standard authority, registration in the state standard information depot)
  • Elaboration of further TRs with no time limit.

Development and function

The EAC mark was primarily created to guarantee the end consumer safe products within the five contracting states of the Eurasian Economic Area. The decision of the Commission of the Customs Union No. 319 of June 18, 2010, the Convention of the Countries of the Customs Union of November 18, 2010 and the decision of the Commission of the Customs Union No. 620 of April 7, 2011 lay the legal basis for numerous products safety and health requirements as minimum requirements that must not be fallen below. With the EAC marking, the manufacturer indicates the conformity of the product with the "Basic Requirements" to be met depending on the applicable technical regulations. The manufacturer of the product is usually responsible for this marking (for manufacturers outside the EAEU, a representative authorized in the EAEU is required). If the manufacturer has not fulfilled his obligation outside of the EAEU, this obligation is transferred to his authorized representative in the EAEU, ultimately to the distributor.

Important features of the EAC marking

  • Products to which one or more technical regulations apply due to their type or quality must be provided with the EAC marking before they are first placed on the market or put into operation. All applicable technical regulations must be taken into account.
  • Manufacturers of a product check on their own responsibility which technical regulations they must apply during production.
  • The product may only be placed on the market and put into operation if it complies with the provisions of all currently applicable technical regulations and if the conformity assessment has been carried out in accordance with all applicable provisions of the technical regulations.
  • The manufacturer applies the EAC mark to the product.
  • If required, a notified body must be involved for the conformity assessment.
  • In addition to the EAC marking, no other marks or quality seals are permitted that could call the "EAC" into question.
  • The EAC marking confirms full compliance with the "Basic Safety Requirements", which are specifically specified in the technical regulations.

Attaching the EAC marking

  • The EAC marking must be attached to the product or to the attached label in a clearly visible, legible, unmistakable and permanent manner by the manufacturer or his authorized representative based in the EAEU. The size must be at least 5 mm; if the EAC marking is reduced or enlarged, the proportions must be observed. If the type of product does not allow this or gives no reason to do so, it will be affixed to the packaging (if present) and the accompanying documents, provided that the relevant directive provides for such documents.
  • The EAC marking may only be carried out if all the requirements of the technical regulations that apply to the product in question have been met.

Area of ​​application

The EAC marking is a prerequisite for the initial placing on the market (or commissioning) of products for which an EAC marking is required, namely in all participating states of the Eurasian Economic Union. The EAEU comprises the member states Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan.
