ETV + is the third public broadcaster in Estonia . ETV + went on air on September 28, 2015. The language of the station is exclusively Russian . About 30 percent of Estonia's 1.3 million inhabitants are ethnic Russians .

A Russian-language program had long been considered, but the plans were accelerated in 2015 due to the Ukraine crisis on the one hand and Russia's media work on the other. The Kremlin tried to influence opinions through television ( RT , Rossiya Sevodnya, etc.) and social media. "The major Russian channels show nothing about life in Estonia and if they do, then with a certain tendency," explained the deputy director Ainar Ruussaar. It is the broadcaster's own claim to report with the greatest possible objectivity and independence. ETV + can be received worldwide via the Internet .
