Right of proposal

In principle, every citizen can apply for the award for someone else. Applications for the award of the letter of honor are addressed to the district administrator or, in urban districts, to the mayor. They examine the proposal and present it to the Prime Minister for signature. He can also award the letter of honor on his own responsibility.
