The federal vote on the procurement of new combat aircraft is a Swiss referendum . A referendum had been taken against the federal resolution on the procurement of new combat aircraft of December 20, 2019. The 50,000 electoral signatures required for this had been submitted on time. On September 27, 2020, after the negative federal vote on the procurement of the Gripen, the sovereign will decide again on the procurement of fighter aircraft and the future of the Swiss Air Force .

Federal decree on the procurement of new combat aircraft of December 20, 2019.

The Federal Assembly of the Swiss Confederation , based on Article 28 Paragraphs 1 to c and 3 of the Parliament Act of December 13, 2002, and having considered the Federal Council Dispatch of June 26, 2019, decides:

Art. 1
1 The Federal Council is instructed to renew the funds for the protection of the airspace with the procurement of new combat aircraft.
2 The introduction of the new combat aircraft should be completed by the end of 2030.

Art. 2
1 When procuring new combat aircraft, the following benchmarks must be observed:

a. The financial volume amounts to a maximum of 6 billion Swiss francs (state consumer price index January 2018).
b. Foreign companies that receive orders as part of procurement have to compensate 60 percent of the contract value by placing orders in Switzerland ( offsets ), namely 20 percent through direct offsets and 40 percent through indirect offsets in the area of ​​security-relevant technology and industrial bases such as in the following areas:
1. machine industry;
2. metal industry;
3. electronic and electrotechnical industry;
4. optical industry;
5. watch industry;
6. Vehicle construction and wagon construction industry;
7. Rubber and plastic products;
8. chemical products;
9. Aerospace;
10. IT industry and software engineering;
11. Cooperation with universities and research institutions.
c. In the case of compensation transactions, the Federal Council ensures that the following distribution key between the regions is adhered to as far as possible: 65 percent is in German-speaking Switzerland, 30 percent in French-speaking Switzerland and 5 percent in Italian-speaking Switzerland.

2 Procurement is requested from the Federal Assembly in an armaments program.

Art. 3
The procurement of new combat aircraft is coordinated in terms of time and technology with the parallel procurement of a system of ground-based air defense with a greater range.

Art. 4
This decision is subject to an optional referendum.
