Message from the Federal Council

In Switzerland, the Federal Council's message is a report by the Federal Council in which it explains its draft for a parliamentary decree ( federal law , ordinance of the Federal Assembly , federal decree , simple federal decree ). It is drawn up for the attention of the Federal Assembly . Article 141 ff. Of the Parliament Act forms the legal basis . The aim of the Federal Council's messages is to inform parliament about the proposals, the goals they are aiming for and the underlying problems, and to convince parliament of the Federal Council's solution.

The Federal Council's messages are published in the Federal Gazette . They regularly serve as an aid to the interpretation of the relevant decrees for jurisprudence and legal teaching .

Regarding terminology:
The terminology is broader at the cantonal and communal level: depending on the canton , the explanatory report can be called
report, embassy, advice , lecture or instruction .
