The federal popular initiative «Strengthen families! Tax-free child and education allowances » was a Swiss popular initiative launched by the CVP , on which Swiss voters voted on March 8, 2015. The initiative demanded tax exemption for child and education allowances. The initiative was clearly rejected by the sovereign .

The Federal Constitution is amended as follows:

Art. 116 para. 2 second sentence (new)
2 … Child and education allowances are tax-free.

Positions and arguments

The initiative was supported by the CVP, the Evangelical People's Party and Pro Familia Switzerland .

Proponents of the initiative argued that around a fifth of child and education allowances would be recovered from families by the state. This contradicts the state-established principle of taxation based on economic capacity. If child and education allowances were exempt from taxes, they would benefit the families immediately and offset child and education costs directly, thereby improving their purchasing power , regardless of the chosen lifestyle or employment model.

Contra

The Federal Council and Parliament recommended the initiative to be rejected.

Opponents of the initiative argued that wealthy families in particular would benefit from the tax exemption . In addition, the tax shortfalls that would be expected from the tax exemption for child and education allowances are unsustainable for the federal budget.
