Uniform forms

The Uniform Forms (EFB) are part III of the procurement manual of the Federal Ministry for Transport, Building and Urban Development . They include all forms that are intended for the administrative handling of a building project outside of the procurement procedure (for this there are the uniform contract models ).

The EFB contain forms

  • for the information of providers about the other award of an order or the cancellation of a tender,
  • with which providers have to prove their price determination when tendering construction services by the public sector (EFB price). By specifying the individual costs of the partial service and the surcharge rates for overhead costs , the basis for the calculation should be made transparent so that it can be checked whether the prices offered are adequate and not excessive (according to VOB / A § 16d No. 1 (1) may be Offers with inappropriately high or low prices are not commissioned). At the same time, the EFB prices make it easier to check the prices of any supplementary offers.
  • for the provision of security by the contractor,
  • for the acceptance of finished services and the processing of the final payment,
  • for notices,
  • for the internal administration of an award procedure from the list of companies that have requested the tender documents to the award proposal,
  • for the handling of NATO construction projects .
