The term Elitenetzwerk Bayern ( ENB ) stands for an educational policy concept of the Free State of Bavaria for the promotion of elite elites in higher education. The sponsor is the Bavarian State Ministry for Science and Art .

In autumn 2002 the Bavarian state government decided in principle to set up the Bavarian elite network. A working group, consisting of Helmut Altner , Walter Kröll , Olaf Kübler and Ernst-Ludwig Winnacker , gave the Free State recommendations for establishing an elite network in Bavaria. In 2003 a commission under the chairmanship of the then DFG President and today's Secretary General of the ERC (European Research Council), Ernst-Ludwig Winnacker, began its work. The main task was initially to select the best offers from the Bavarian universities. The commission also accompanied the development of the elite courses and doctoral colleges as well as the overall concept for the Bavarian elite network, which was implemented over the next two years. The elite network now consists of five coordinated programs:

The core idea of ​​the elite network is networking , both between the various scientific locations and across the boundaries of individual disciplines. Funding offers that are open to all members of the network also contribute to networking. These include meeting days for new members, soft skills seminars, thematically oriented events and graduation celebrations.

Elite courses and doctoral programs

The Bavarian Elite Network supports elite courses and international doctoral programs from all fields of science at nine Bavarian universities. The projects to be funded are selected in a multi-stage process after a call for proposals by the Bavarian Elite Network. The elite modules are equipped with additional resources and resources. They offer a particularly good range of courses, early access to research and intensive supervision. They are aimed at particularly motivated and capable students and doctoral candidates. All modules are based on interdisciplinary cooperation between several universities or non-university research institutions and maintain contacts abroad. The doctoral candidates receive a position at their university as additional funding. The duration of the elite courses is initially five years, that of the international doctoral college four years. Max Weber program

In April 2005, the Elite Promotion Act (BayEFG) replaced the Bavarian Talent Promotion Act ( BayBFG ). In place of the earlier scholarship for gifted students following the scholarship for the particularly gifted , the Max Weber Program Bavaria, whose implementation was entrusted to the German National Academic Foundation . In addition to financial support (1290 euro educational lump sum per semester and foreign funding), professional and personality-building offers form the core of the program (individual mentoring, summer academies, language courses, soft skills seminars, excursions, scientific colleges).

At present 400 new scholars can be accepted annually. At the suggestion of their school, 200 scholarship holders are eligible for funding after an excellent Bavarian (technical) Abitur and passing an examination at the ministerial commissioner. A further 200 can be accepted as students at Bavarian universities every year. Your path to funding goes through selection seminars organized by the German National Academic Foundation. Due to the double high school graduation class, 200 high school graduates each from the G8 and G9 classes were accepted in 2011. For students from the double Abitur class 2011, 200 additional places are available in the years 2012–2014.

Research grants

After the introduction of the Bavarian Elite Promotion Act (BayEFG), the central selection process for awarding the graduate and post-graduate scholarships anchored there to the University of Bavaria e. V. transferred. These research grants are living grants (for graduates € 1050, for postgraduates € 1250 per month) as well as offers of an interdisciplinary and personality-building excellence program. The funding period is usually two years for graduates and one year for postgraduates. The application is sent in writing to the scholarship departments of the universities, the final selection is made by the University of Bavaria e. V.

International junior research groups

With the establishment of the international junior research groups, the Elite Network of Bavaria offers junior staff from all countries career prospects at Bavarian universities within the framework of one of the other two structural funding lines of the elite network. In this way, these funding lines, the elite courses and doctoral colleges, can expand and / or supplement their respective offerings, while the junior research group can be integrated into an environment that is scientifically particularly attractive for them.
