With the Ems Decree (also called Ukas von Bad Ems), which the Russian Tsar Alexander II had signed in Bad Ems on May 30, 1876 in the four towers house , the spread of literary literature (for all publications and on the stage) in the Ukrainian language in the Russian Empire under prohibition and punishment.

Previously, in connection with the Polish January uprising in 1863 , which also encroached on Ukraine, Ukrainian had already been banned from scientific and religious publications according to an order from the Russian Interior Minister Valujew ( Valujew circular ( s ) ).

Until 1905/06 the publication of writings in the Ukrainian language took place mainly in the Austro-Hungarian Galicia .
