Draft treaty establishing the European Union

The draft treaty for the establishment of the European Union was a draft European constitution passed by the European Parliament in 1984 with 237 votes in favor to 31 against .

The creation of the draft constitution was essentially related to the direct election of the European Parliament, which was first held in 1979. As a result, the parliament saw itself as a "constitution-developing" assembly. The supranationally oriented draft constitution, drawn up by the committee for institutional questions under rapporteur Altiero Spinelli , found a large majority of MEPs, but was not ratified by the member states of the European Community .
