The first vice-president of the Republic of Azerbaijan is the deputy of the Azerbaijani president and thus the holder of the second highest office in Azerbaijan. The Vice-President is the first person who succeeds the President in the event of the President's death, resignation or removal from office.

The incumbent has been Mehriban Amtsliyeva since February 21, 2017 .

Election and term of office

The Vice President is appointed and removed by the President of the Republic of Azerbaijan. Any Azerbaijani citizen can be appointed to the post of Vice-President of the Republic of Azerbaijan who has the right to vote, has a university degree and has no obligations towards other states. The Constitution of the Republic of Azerbaijan is silent about limiting the term of office of the First Vice-President.

Representation and succession of the President

Since the constitutional amendment in 2016, the First Vice-President has assumed the rights and duties of the President for the rest of the current term of office in the event that the President dies, resigns or is unable to work. If the President leaves office prematurely, an extraordinary election of the President of the Republic of Azerbaijan will take place within 60 days. In this case, the First Vice-President shall act as President until the new President is elected.

The constitution clearly assigns the office to the executive, even if the vice-president does not have a permanent position in the cabinet and is formally restricted to the successor to the president in this area.

Unlike the President, the Constitution does not provide a special oath for the office of First Vice President.

Political immunity

The first vice-president has the right to political immunity . The President of the Republic of Azerbaijan decides on the waiver of immunity at the request of the Prosecutor General of the Republic of Azerbaijan. First Vice President can be arrested if caught in the act. In this case, the security agency that arrested him must immediately inform the Attorney General.

Securing the First Vice President

Under constitutional law, the material security of the First Vice President and his family takes place at the expense of the state. The security of the Vice-President and his family is ensured by special security organs.

Other tasks

The office of Vice President also gives rise to further duties and rights. According to the Constitution, the President of the Republic of Azerbaijan can transfer the right to conclude interstate and interstate international agreements to the Vice-President.
