Educational assistance

Educational assistance ( EB ) and caregiver are terms from child and youth welfare . They are based on Section 30 of the Eighth Book of the Social Security Code , belong to the educational aids ( Sections 27 ff. SGB ​​VIII) and actually describe two different approaches to help in one legal text. The guardianship is in practice voluntary and is initiated at the request of the custodian , the caregiver is active on the order of the juvenile court .

Educational assistance

The content of the wording of the law: “ The educational counselor and the caregiver should support the child or young person in coping with developmental problems, taking into account the social environment and promoting their independence while maintaining the relationship to the family. “Outlines the area of ​​responsibility and the basis for implementing the aid. The child or young person is perceived as an individual, taken seriously and, at the same time, seen in their connection to their family or social environment and treated accordingly.

The activity as educational counselor is clearly differentiated from social-educational family support ( § 31 SGB ​​VIII) with a focus on the parents and the whole family, and intensive social individual care ( § 35 SGB ​​VIII), with a focus on the individual youth.

Due to its origins in childcare, the educational assistance is the oldest aid to education in history. It is an example of the change in care towards a modern child and youth welfare law. That and the wishes of the children and young people as well as the participation of the family and encouragement of personal initiative are an integral part of the implementation of the aid.

In the last few years, especially in large cities, help for education has developed in the direction of "flexible help for education" and away from the pillar model, in which the individual aids stand side by side.

Caregivers

The care allowance was the amendment of the Juvenile Court Act (JGG) by an article of the Child and Youth Welfare Law 1990/91 with the SGB VIII added, making it a benefit , an offer of help, the claimant can apply nachfragend Welfare Office. Nevertheless, it is mostly used in its original form on the order of a juvenile judge as an “educational measure”.

Implementation of the aids

The assistance is usually carried out by social pedagogues and can be provided by the youth welfare office or, on a subsidiary basis, by independent providers . The municipality must provide the aid and subsidize it financially.
