Esmael "Toto" Mangudadatu (born August 15, 1968 ) has been the governor of Maguindanao since June 30, 2010 . Before that he was mayor of the city of Buluan from 2003 to 2007, then its vice mayor from 2007 to 2010.

His candidacy attracted international attention with the 2009 Maguindanao massacre , in which 57 people died. These included his wife, sisters, lawyer, some of his advisors, and several journalists. He himself did not go with the convoy because of death threats.

Four days after the incident, he visited the kidnapping and killing sites.

Despite these incidents, he had officially submitted his candidacy, accompanied by soldiers, a police commander and a general.

On May 10, 2010, he was elected governor of Maguindanao Province.

He was re-elected in the 2013 and 2016 gubernatorial elections. In 2019 he was elected to the Philippine House of Representatives.
