Eugène Kouadio Djué N'goran

Eugène Kouadio Djué N'goran (born January 1, 1966 or December 20, 1969 ) is an Ivorian militia leader. He is the leader of the Union des Patriotes pour la Liberation Totale de la Côte d'Ivoire (UPLTCI).

On December 10, 2008, EU sanctions against him came into force. In the process, its financial and economic resources were frozen. He was accused of publicly inciting violence against United Nations facilities and staff and against foreigners. He is believed to have been involved in beatings, rape and extrajudicial executions as the leader of street militias. In addition, according to the EU, it disrupted the activities of the IWG, the Opération des Nations Unies en Côte d'Ivoire (UNOCI) and the French armed forces and hindered the implementation of Resolution 1643 of the UN Security Council .
