European Forest Institute

The European Forest Institute (EFI) is an international organization of European countries based in Joensuu / Finland. Its main objective is research on forest policy on a pan-European level, including the various aspects that need to be taken into account when designing forest policy (environment, forest use, markets and others).

history

The EFI was founded on September 9, 1993 as an association under Finnish law with its seat in Joensuu. With the creation of the Convention on the European Forest Institute, the association was transformed into an international organization on August 28, 2003. The reasons lay mainly in Finnish association law, which led to high tax burdens on employees, which meant that researchers were offered relatively unattractive conditions for collaboration. The convention was ratified by 15 European countries, the signatory states, in mid-2007. Members of the EFI are more than 130 organizations from over 30 European countries.

Other institutions are the regional offices, which deal with specific regional focus topics. EFIMED, based in Barcelona, has been dealing with the specifics of forestry in the Mediterranean region since 2007 . In April 2009 in Freiburg i.Br. set up the EFICENT. It focuses on the Central European countries of Germany, France, Switzerland and the Benelux countries. An integral component of EFICENT is the Observatory for European Forests (OEF) based in Nancy , France. In contrast to the other regional offices, the observatory has a pan-European focus and supports the EFI in particular in its information strategy and data delivery for forest policy decisions at national and international level. Further EFI regional offices are to be established in Vienna (Central Eastern Europe) and Copenhagen (Northern Europe / Scandinavia) in the future.

The EFI also oversees some project centers that deal specifically with specific issues. These are project-related alliances of different organizations related to forestry, whose work is coordinated by an EFI member. They are financially autonomous and usually have a term of five years. The EFI is currently (August 2009) coordinating six project centers (CONFOREST, EUFORIC, IEFC, INNOFORCE, PHOENIX, PROCES).

The Scientific Advisory Board is supposed to guarantee the quality of the work of the EFI and its project centers by evaluating the projects carried out.
