European VCD system

The European VCD System (EVS) was developed as part of the Virtual Company Dossier project (as part of the PEPPOL program ). It contains the central legal set of rules for cross-border public tenders within the European Union as an ontology and offers a system interface for evaluating the set of rules ( inference of the ontology) for use by other IT systems (e.g. national VCD systems).

The PEPPOL project with the Virtual Company Dossier (VCD) work package was started in 2008 to reduce the legal and bureaucratic hurdles involved in cross-border procurement procedures within the EU. The European VCD System (EVS) is a central element of the VCD solutions, which manages the general and legal regulations for the mutual recognition of the respective national certificates ( certificates ) in a machine-readable set of rules (ontology) and enables the evaluation of the set of rules (via System interfaces).

The EVS is a decision support system based on ontology-based reasoning ( inference ) in order to be able to determine the relevant criteria and evidence (e.g. for integrity) for different provider constellations (e.g. individual bidders , bidding consortium ). The system was developed by the project partner PEPPOL.AT (Austria) on the basis of the "m2n Intelligence Management Framework".

Results

The European VCD System bundles the general and legal regulations, as well as the methodology of the conclusions based on these regulations in order to minimize the entry barrier for national service providers (e.g. providers of eProcurement systems or platforms). This also forces the uniform application of the set of rules.

The EVS offers a system interface (for connecting IT systems) and a user interface (for direct use by users, GUI ). The system interface of the EVS is used, among other things, by the VCD reference implementation VCD Designer .
