Pan-European Public Procurement OnLine ( PEPPOL ) is an international project with the aim of standardizing cross-border, electronically supported public procurement procedures within the European Union .

PEPPOL is part of the framework program for competitiveness and innovation (CIP) of the European Commission (European Commission's Competitiveness and Innovation Framework Program's ICT Policy Support Program) and consists of a consortium of 17 partners from eleven European countries ( Denmark , Germany , Finland , France , Greece , Great Britain , Italy , Norway , Austria , Portugal and Sweden ).

The project was started in 2008 after goals for the development of pan-European, cross-border and electronically supported procurement were formulated at a ministerial conference in Manchester in 2005 .

aims

As part of PEPPOL, open standards for public tendering and procurement processes (public eProcurement) are being developed, taking existing national solutions and (IT) infrastructures into account, and are being continued until piloting (testing in limited production operations). This is intended to enable small and medium-sized enterprises (SMEs) in particular to participate in public tenders and procurement processes within the entire European Union - including across borders, as these usually do not have any corresponding international branches. The procurement process should be completely electronic, i.e. H. IT-supported, process, from the publication of the tender to the award of the contract to the payment of the services.

The aim is to increase the proportion of cross-border offers and business relationships within the EU and at the same time reduce the time and costs required for this for clients and contractors . This also pursues the goal of increased competition in the market through internationalization and increased transparency.

As part of the definition of open standards, the use of UBL 2.0 and CEN / BII profiles (Business Interoperability Interfaces Profile) is being pushed. In particular, existing national systems, standards and solutions are to be integrated and connected, but not displaced or replaced.

In addition to the definition of open standards, PEPPOL also creates software components, services and complete applications. These can be integrated or used independently and support sub-areas or the entire process of eProcurement, including:

Current status

After the pilot phase was completed at the end of August 2012, the PEPPOL standards were successfully implemented across Europe. The OpenPEPPOL group, consisting of public and private PEPPOL interested parties, took on responsibility for the further expansion and implementation of PEPPOL in Europe. OpenPEPPOL was registered as a non-profit company in Belgium and started operations on September 1, 2012.

PEPPOL countries

  1. Denmark: Since 2005, Danish companies have had to use the national e-invoicing system “NemHandel”. Nemhandel is PEPPOL-compliant and can receive in PEPPOL format.
  2. France: France is connected to a PEPPOL access point. The organization UGAP (Union des Groupements d'Achats Publics / Central Procurement Authority) plans to use the PEPPOL e-Invoice with the regional authorities. In the healthcare sector, PEPPOL works with GCS UniHA (representing all university clinics) and RESAH Ile de France to look after a total of almost 200 hospitals.
  3. Netherlands: After the PEPPOL pilot phase ended in October 2013, the Dutch eInvoicing initiative 'SimplerInvoicing' went into production in November 2013.
  4. Ireland: The Irish government is planning the national implementation of PEPPOL and has already activated 7 access points. It is planned to use eInvoicing for all public procurement by 2016. The first call for tenders to require the use of PEPPOL eInvoicing was published in August 2013.
  5. Italy: From June 2015 public institutions will only accept e-invoices by law (No. 55, April 3, 2013). As early as 2012, 32 pilot participants were using PEPPOL in Italy, including the Rome region and Telecom Italia.
  6. Norway: In Norway, PEPPOL was fully implemented for the first time. The use of eInvoicing has been mandatory for public institutions since July 2012, based on the PEPPOL standard and with the recommendation to use the PEPPOL network.
  7. Austria: From January 1, 2014, according to the IKT Consolidation Act (IKTKonG), the obligation to submit an e-invoice (an invoice that is issued, sent, received and processed in an electronic format) applies to all federal contractual partners. Transmission routes are USP or PEPPOL.
  8. Poland: On September 23, 2013, Sebastian Christow from the Polish Ministry of Economic Affairs announced in Warsaw that Poland has accepted PEPPOL and that PEPPOL is seen as the cornerstone of the Polish e-invoicing strategy.
  9. Russia: In December 2013, the Russian certification agency announced that it had opened a PEPPOL access point to connect Russia to the European eProcurement infrastructure.
  10. Sweden: PEPPOL is mandatory in the public sector, for eInvoicing and eOrdering. The PEPPOL standard is recommended for international use.
  11. Germany: "The IT planning council obliges the federal and state governments to offer at least PEPPOL at the end of the implementation period of Directive 2014/55 / ​​EU if they provide a web service for submitting electronic invoices." The legal requirements oblige the public administration in Germany to receive and process e-bills from November 27, 2018. The Coordination Office for IT Standards (KoSIT) acts on behalf of the IT Planning Council as the PEPPOL Authority for Germany in the PEPPOL network.
