Funding process management
The conveying process management (also funding management conveyor management support program controlling) describes the control of conveyor processes or conveying process. The aim of funding process management is to control and implement the distribution of funding based on legal principles. Funding process
Within the framework of funding processes, the funding is awarded to applicants or organizations at federal and state level as well as at municipal level. Legal regulations represent the basis for the implementation of funding processes. The entire funding process is divided into four individual process steps:
1. Application: In order to receive funding, the relevant people or organizations must submit an application in the first step of the funding process. The application is made in different ways, depending on the funding program or procedure used: completely paper-based, semi-electronic (i.e. the digital application form still has to be printed out and sent) or fully electronically through the integration of corresponding ICT solutions into the funding process.
2. Application processing: After the application has been received by the responsible authority, the next step in the process comprises the technical review and processing of the funding application by the clerk. This process step either results in approval or rejection of the funding application.
3. Grant notification, d. H. Delivery of the notification in paper form or fully electric (if a corresponding ICT solution for the funding process is available). If the application is rejected, this will be communicated to the applicant in the notification and, as a result, no funding will be paid out to the applicant. The process ends at this point for these applicants. On the other hand, applicants whose application has been approved by the application processing will receive a positive decision and the corresponding funding will be allocated and paid out.
4. Examination of the proof of use: Depending on the funding procedure, it is necessary that the applicants submit proof of the use of the funding to the responsible authorities with a positive decision. This evidence is then checked by clerks.

Funding controlling thus offers monitoring of specific key figures for the respective funding programs and further, funding program-specific key figures. This means that central, cross-departmental aspects of funding programs, such as B. cross-departmental evaluations and analyzes are considered. Another focus of funding controlling is the impact-oriented consideration of funding programs. With the help of evaluations, funding can be analyzed in terms of its effect, efficiency and benefit on the basis of the data obtained.
Implementation of funding process management using ICT solutions
Nowadays, there are already a number of specialist procedures on the subject of funding process management in public administration. Both the application and the dispatch of the notices are still largely implemented by means of paper mail or supported by proprietary, non-barrier-free and less easy-to-use solutions. As a result, the implementation of funding procedures in public administration can currently only be made more difficult and with relatively high effort. The use of ICT can help to simplify funding process management. With the help of ICT solutions, notifications can be calculated and generated. In this way, for example, levies raised can also be calculated fully electronically using a process based on the reports and distributed to the people and organizations making the application. In addition, the notification can be sent digitally. In parallel to these notification processes, modern ICT solutions also offer the possibility of establishing funding controlling. In addition, digital solutions facilitate communication with the people and organizations involved.
