FCS measure

FCS measures ( Favorable Conservation Status ), also: measures to ensure the conservation status , are initiated from species protection in accordance with the Federal Nature Conservation Act ( Section 45 (7) BNatSchG). Basically, the avoidance requirement must be observed when interfering with nature and the landscape. If this is not possible, the interventions with regard to specially protected species, species on the Red Lists (states and federal states) and FFH species are examined. Unavoidable impairments are compensated according to the Federal Nature Conservation Act. It is important to ensure that the compensatory measures are completed before the intervention begins (advanced compensatory measures or CEF measures , continuous ecological functionality measures ). If this is not possible, an exemption application must be submitted in accordance with Section 67 (1) BNatschG. Before doing this, however, an alternative must be considered. If there are no alternatives to the planned intervention, FCS measures will be taken to maintain the populations of the affected species in their natural range in a favorable conservation status without impairment despite the exception.
