The specialist agency for renewable raw materials e. V. ( FNR ) was founded in 1993 on the initiative of the federal government with the aim of promoting research, development and demonstration projects in the field of renewable raw materials (abbreviated Nawaro or NR). As the project manager, it is subordinate to the Federal Ministry of Food and Agriculture (BMEL). Funding is based on the Ministry's “Renewable Raw Materials” funding program published in May 2015.

In 2020, the FNR will use almost 85 million euros to fund research and development projects, which were made available from the federal budget for the implementation of the "Renewable Raw Materials" funding program. In addition, the FNR 2020 will manage a further 25 million euros for research and development from the “Forest Climate Fund”. The Forest Climate Fund is part of the Energy and Climate Fund special fund and was set up under the joint leadership of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and the BMEL.

"Renewable raw materials" funding program

The “Renewable Raw Materials” funding program provides the framework for funding research, development and demonstration projects on renewable raw materials by the Federal Ministry of Food and Agriculture (BMEL). It is based on the goals and guiding principles of the National Sustainability Strategy and the Bioeconomy Policy Strategy as well as other strategies and programs such as the Energy Research Program, the Forest Strategy 2020 and the Bioeconomy Research Strategy 2030 as well as the German Resource Efficiency Program.

The “Renewable Raw Materials” funding program is intended to support the further development of the sustainable bioeconomy and open up new opportunities and perspectives for Germany as an industrial location and for the development of rural areas. On the one hand, it supports the development of innovative, internationally competitive bio-based products as well as processes and technologies for their production and, on the other hand, the development of concepts that are aimed at improving the sustainability of the bio-based economy and take into account social expectations.

The FNR is a registered association with the purpose of making an effective and continuous contribution to the development and use of renewable raw materials, especially taking into account competition in use, direct and indirect area effects, biomass conversions and partial and overarching sustainability concepts, as provided for in the statutes .

The organs of the FNR are:

  • the general assembly, consisting of up to 7 voting members who belong to the Federal Ministry of Food and Agriculture (BMEL) or its business area, as well as supporting members who advise the work of the FNR,
  • the board,
  • the technical advisory board and the board of the technical advisory board, which also act in an advisory capacity, and
  • the person appointed to manage the company.

Promotion of research and development

The main task of the FNR is to support applied research and development in the field of sustainable production and use of renewable resources. The aim is to further develop promising processes and products until they are ready for the market. The FNR oversees several hundred ongoing projects each year.

Information and public relations

The FNR is the first point of contact for the topic of renewable raw materials. In addition to specialist information, educating and advising the public plays an important role. To this end, the specialist agency for renewable raw materials oversees a number of themed portals that provide information on the use of renewable raw materials . In addition, a large number of information material on renewable raw materials is available in the FNR media library. Regular events as well as participation in specialist and consumer fairs complete the range of activities.

EU and international

In addition to participating in EU-funded projects, the FNR is involved in European and international committees and working groups in order to develop joint strategies for the sustainable use of biomass using innovative and efficient technologies.

Importance of renewable raw materials

Fossil resources such as coal, oil and natural gas are becoming increasingly scarce worldwide. In this situation, Germany, like many other industrialized countries, is increasingly dependent on alternative raw material sources. Renewable raw materials, i.e. agricultural and forestry raw materials of plant and animal origin that are used for material or energy, make an important contribution here. They can not only contribute to security of supply, but also to climate protection.

Renewable raw materials as an economic factor

The cultivation and local and regional use of renewable raw materials promote growth, added value and new jobs, especially in rural areas. They enable economic and social participation and thus lead to an increase in the quality of life for the local people. Renewable raw materials are also increasingly used in the industrial sector, for example in the chemical industry, and here too they help to secure and create jobs.

Competence and information center for forest and wood

The Competence and Information Center Forests and Wood (KIWUH) is an organizational unit within the specialist agency for renewable raw materials. It works on behalf of the Federal Ministry of Food and Agriculture (BMEL) and bundles activities in the areas of forest and wood. The main tasks of the center are to support research and development in the areas of forest and wood, the preparation and provision of specialist information from current research results, and provision of information for citizens and consumers.

Others

With a unique pilot project, the FNR, together with Wikimedia Germany and the nova Institute, was able to carry out the first state-funded project within Wikipedia from 2007 to 2010 to develop the topic of renewable raw materials .
