Specialist for information services

The specialist in information services is a publicly recognized degree at the master's level , which is awarded after successfully completing branch- related commercial advancement training in accordance with the Vocational Training Act.

There are no uniform national legal regulations for the further training examination to become a specialist in information services. That is why there are currently two further training offers of different lengths with different curricula in the federal states of Hesse and North Rhine-Westphalia.

In August 2004, the German Chamber of Commerce and Industry (DIHK) and the United Services Union (ver.di) proposed to create a training qualification as a specialist in media and information services on the basis of Section 46 (1) of the Vocational Training Act . Several professional associations then discussed and criticized the examination regulations, the framework conditions, the range of subjects and the collective bargaining expectations. The Professional Association of Information Library (BIB) refused to approve this training:

"The procedure for implementing the" specialist for information services "(ver.di / DIHK) is not supported by the BIB for the reasons given above. This recommendation also goes to the library umbrella organization. "

Other associations also expressed criticism in 2006.

The training to become a specialist in information services was finally created on January 1, 2008 in Hesse. It is a job-related advanced training for the three-year apprenticeship as a specialist for media and information services based on the Vocational Training Act. The training lasts 2 to 2½ years, and one concludes with a public-law training examination to become a specialist in information services.

In November 2012, North Rhine-Westphalia also began advanced training with its own curriculum, organized by the Cologne University of Applied Sciences.

In 2013, the BIB finally published a more positive opinion on the specialist.

Hesse

Goals and requirements

Classes take place at the Hessian Administrative School Association at the Frankfurt am Main Administrative Seminar. The responsible authority is the Gießen Regional Council. The aim of the advancement training is to perform more complex and responsible tasks in the areas of archives , libraries , photo agencies and medical documentation with a greater degree of difficulty. Prerequisites for this advanced training are the practice of a practical activity after the end of the training of 2½ to 4½ years and participation in the preparatory course.

The main topics in the curriculum and thus also in the written exam are:

  • Aspects of economics and business administration , law and taxes
  • Organization, information management, accounting and controlling
  • Human resource management, leadership and communication
  • Information processes and information systems, profession-specific law
  • Archiving, receiving, securing and transferring information and documents

Five written supervisory papers must be prepared in the advanced training examination. As part of the practical part of the examination, each candidate has to create a project that is to be presented to the examination board in a presentation. This is followed by the technical discussion.

North Rhine-Westphalia

Goals and requirements

The advanced training is carried out by the Center for Library and Information Science Advanced Training (ZBIW) at the Cologne University of Applied Sciences and takes place at various learning locations. The responsible body is the Cologne District Government. The qualification is intended to give the participants the opportunity to prepare for new professional tasks and challenges in a future-oriented manner, to acquire current professional knowledge, to develop personal strengths and to develop new perspectives.

The entry requirement is one year of professional experience for specialists for media and information services or five and a half years of relevant professional experience for graduates of other training courses.
