Certified business administrator in the health and social services is a public legally recognized commercial qualifications, according to a successfully completed training examination to the competent Chamber of Commerce (ICC) on the basis of the Vocational Training Act and the Regulation on the exam to become recognized training qualification Certified business administrator in health - and social affairs and certified specialist in health and social affairs from July 21, 2011.

Examinations according to this new legal ordinance are already taking place, but examinations for the "old" specialist in social and health care could also be carried out until July 31, 2015.

The specialists in health and social services work in various areas and institutions of the health system, for example in hospitals , health centers, rehabilitation and spa facilities, residential and nursing homes and health insurance companies and are able to independently solve operational and personnel management tasks.

Training content

The framework plan drawn up by the DIHK and the ordinance on the examination to become a specialist in health and social services see the acquisition of industry-specific specialist knowledge and the development of practical and theoretical skills as the learning objective.

The focus is on:

  1. Planning, organizing, controlling, monitoring and optimizing operational processes
  2. Procurement, management and development of personnel and qualification of employees through training and further education
  3. Steering the communication focus
  4. Recording of service creation processes, determination, interpretation and assessment of control-relevant data as well as use of control instruments
  5. Developing and designing corporate goals and strategies, preparing and implementing corporate decisions
  6. Preparation of financial and investment planning, development and implementation of financing and investment concepts
  7. Controlling and optimizing quality management processes
  8. Planning, organizing, coordinating, monitoring and evaluating projects
  9. Planning and implementation of marketing measures

Training duration

The DIHK framework recommends a teaching volume of 600 teaching hours. The educational institutions offer courses between three and 24 months; However, participation in a course is not compulsory for admission to the examination.

Admission requirements

The following professional practices are valid prerequisites for obtaining the professional title of specialist in health and social services :

  1. Successful completion of a commercial, administrative, medical or craft training in health and social services and a subsequent one-year professional experience in health and social services institutions
  2. Successful university studies and at least two years of professional experience in health and social care institutions
  3. Successful completion of another commercial, administrative or domestic training occupation and a subsequent two-year professional experience in health and social services institutions
  4. At least five years of professional experience in health and social care institutions

The fulfillment of the admission requirements must only be proven at the time of the examination. This means that the training periods can also be partially or fully credited as evidence of professional experience.

Structure and implementation of the examination

The final examinations are regulated by uniform legal provisions of the Vocational Training Act and the ordinance on the examination to become a specialist in health and social services and are carried out nationwide by the committees of the responsible Chamber of Commerce and Industry in writing and orally.
