The Ordinance on Advanced Driver Training (FreiwFortbV) of May 16, 2003 enabled holders of a probationary class B driving license to shorten their probationary period by one year.

§ 1 allowed the federal states to introduce advanced training seminars for holders of a driving license on a trial basis in class B.

Section 2 stipulated that holders of a class B probationary driving license whose probationary period had not yet expired could take part in a training seminar in their country of residence, provided that they had held a class B driving license for at least six months on the day the seminar began.

Section 3 stipulated the number of participants, content and scope of the advanced training seminar.

§ 4 regulated the requirements that were placed on seminar leaders and moderators for practical safety exercises.

Section 5 stipulated that the seminar leader had to issue a certificate of attendance to the participants of the advanced training seminar, provided that he was able to present him with a certificate of participation in the practical safety exercises issued by the moderator for the practical safety exercises. If the seminar participant consented, the seminar leader sent a duplicate of the certificate of attendance to the Federal Highway Research Institute .

Section 6 regulated the evaluation of the advanced training seminars by the Federal Highway Research Institute.

Section 7 stipulated that when the certificate of attendance was presented to the driving license authority, the probationary period would be shortened by one year, although it did not end before the day on which the certificate was presented.

Section 8 regulated the responsibility for the implementation of the ordinance.

Section 9 was subsequently inserted by the ordinance amending the ordinances on advanced training for novice drivers of December 18, 2009. He determined that the ordinance would expire on December 31, 2010, after Article 3 of the Ordinance on the voluntary further training of holders of probationary driving licenses and amending the fee schedule for measures in road traffic of May 16, 2003, that the new driver training ordinance should expire on December 31, 2009.

The novice driver training ordinance was enacted with the aim of reducing the particular accident risks of novice drivers by strengthening their sense of responsibility in road traffic. As part of the evaluation, the Federal Highway Research Institute found that from 2004 to 2008, less than one percent of those novice drivers who had been granted a driving license of classes B or BE participated in an advanced training seminar.
