The third part deals with previous environmental initiatives, in particular the environmental protection conference in Rio , the Factor 10 Club and the previous report to the Club of Rome The New Limits to Growth . The fourth part calls for a change from increasing an abstract standard of living , which is only measured in gross national product per capita, to increasing the quality of life .
