The Land Consolidation Act is the basis for all land consolidation in Germany. In its 1976 amended version, § 1 stipulates:

"To improve the production and working conditions in agriculture and forestry as well as to promote the general culture and development of the countryside, rural property can be reorganized through measures under this law (land consolidation)."

In this sense, there are three requirements for the respective land consolidation authority that leads the land consolidation procedure :

  1. Improvement of the production and working conditions of the farmers by amalgamation and more appropriate design of the land as well as enabling modern cultivation;
  2. Securing a regulated water drainage;
  3. Securing and maintaining the natural landscape and improving the overall ecological conditions in the respective area.
