Foro de Ciudadanos (German: Bürgerforum), or FAC for short , is a moderate right-wing conservative political party in Spain .

Emergence

Francisco Alvárez-Cascos Fernández was Secretary General of the conservative PP from 1989 to 1999 and Minister in the Cabinet of Prime Minister José María Aznar from 1996 to 2004 . After the PP had lost the Spanish elections and government responsibility in Madrid in 2004, Alvárez-Cascos often came out with public criticism of the course of the party leadership.

After the party leadership refused to put him up as the top candidate for the elections to the regional parliament of Asturias on May 22, 2011, Alvárez-Cascos announced on January 1, 2011 that he was leaving the PP. Other followers in Asturias followed suit and then founded the Foro de Ciudadanos, which abbreviates the initials Alvárez-Cascos with FAC.

According to its statutes, it is a nationwide party. So far only the Asturian regional association with the name Foro Asturias has gained importance.

Election success in Asturias 2011

Foro Asturias ran on May 22, 2011 in Asturias for the regional parliament elections and in 70 of the 78 municipalities in the region also for the local elections that are taking place at the same time.

In the regional parliament elections, Foro Asturias immediately received almost 30% of the vote. With 16 MPs, it was the strongest group there ( PSOE 15, PP 10, IU 4). After no coalition was formed, the Foro Asturias formed a minority government under Alvárez-Casco.

In the local elections, Foro Asturias received 20% of the vote, which made it into 59 local parliaments. In the two largest cities, Gijón (nine of a total of 27 city council members) and Oviedo (seven of 27), it has the second largest parliamentary group in the city councils, and in Gijón it also has the mayoress.

Spanish parliamentary elections 2011

For the Spanish parliamentary elections on November 20, 2011 , the FAC submitted lists of candidates only in the constituencies (provinces) of Asturias and Madrid . In Asturias she received 14.7% of the vote, in Madrid only 0.2%. In relation to the whole of Spain, this makes up 0.4% of the vote. Since the allocation of seats according to the Spanish electoral law takes place exclusively at constituency level, the result in Asturias was enough to move into the House of Representatives with one representative .

Regional elections 2012

After the FAC minority government failed to find a majority in the regional parliament of Asturias for the 2012 draft budget , Prime Minister Alvárez-Casco dissolved it on January 30, 2012 and scheduled new elections for March 25, 2012. In these, the Foro Asturias received 25% of the votes (13 seats) and was behind the PSOE (32%, 16 seats), but again before the PP (22%, 10 seats), the second strongest force in the regional parliament, but lost government responsibility.
