The Forum Alte Werft is the former location of the Meyer Werft in Papenburg . After it moved to its current location in the 1980s, the city of Papenburg acquired the site and created a cultural center of national importance there. In doing so, however, care was taken to preserve the industrial culture of the past. Today you can find a wide variety of machines both in the building and on the outdoor area, as they were used for shipbuilding at that time. In addition, large parts of the building structure consist of the renovated production halls of the former shipyard. Today the building is divided into various assembly rooms: In addition to the town hall with almost 900 seats, there is also the theater at the shipyard with 240 seats. The Municipal Gallery is also located here.

In the Forum Alte Werft various cultural institutions are summarized. Most noteworthy here is the extensive range of theater and events offered by Papenburg Kultur. However, there is also the Zinnober Art School with a wide range of courses in artistic youth and adult education.

During the 5th Lower Saxony State Horticultural Show (April 16 to October 19, 2014), the Alte Werft forum and its surroundings formed the second location of the horticultural show next to the Papenburg city park.
