State Garden Show Papenburg 2014
The Papenburg State Horticultural Show 2014 was a Lower Saxony State Horticultural Show . It took place from April 16 to October 19, 2014 in the Lower Saxony city of Papenburg in the Emsland district. The motto of the state garden show was "colorful and bliede", that means colorful and happy, colorful and blooming, colorful and happy blooming. The focus of the horticultural show was the approximately twelve hectare area of the city park. The area around the boiler shop of the Alte Werft forum is used as the second location for the state horticultural show.
For the garden show, sixteen themed gardens with 85,000 flowers were laid out on 23,000 square meters .
The state horticultural show continued the tradition that had existed since 1989 of holding flower shows in downtown Papenburg, especially in the boiler shop of the old shipyard. The organizers of the garden show advertised that due to the change in the supply of blooming flowers every two weeks, there would be twelve shows instead of just one flower show in 2014.

Here, entertainment was just as important as the additional income from the sale of concert tickets that are subject to a fee. In the open air on atmospherically illuminated open air stages, well-known artists met an audience, some of whom had come especially for the musical performances.
The concerts took place on the weekends to ensure the greatest possible audience reach. With a total of 1,300 visitors, the appearance of the German singer and songwriter Johannes Oerding was one of the highlights of the evening events at the State Garden Show. The native of Münster presented well-known songs from his 2014 album “Forever from now”. After all, 1200 spectators were still looking forward to Nicole and Semino Rossi's appearance . The pop stars presented well-known and new things from their wide-ranging repertoire for young and old. On the Sparkasse stage at the Alte Werft, the audience sang and danced, among other things, to “A bit of peace”, Nicole's No. 1 hit, and to Semino Rossi's “Bella romantica”. There was even more atmosphere with popular stars from the hit scene with the performances of Nik P. and Linda Hesse. Well known to everyone is the song by Nikolaus Presnik from Austria , “A star that bears your name”. But also Linda Hesse, the former member of the well-known pop group "Wir3", thrilled with rousing songs. Around 600 spectators wanted to experience the evening performance of the two pop artists live. In general, the organizers of the state horticultural show with the evening events lured a somewhat younger audience to the event site in Papenburg .
Criticism and economy
Serious allegations against the organizer of the Papenburg State Garden Show 2014
With around 500,000 visitors, it initially seemed as if the regional garden show was a success for the city and the organizers. The deficit nature of the event could not be concealed for long. According to the EMS newspaper, the city council already dealt with the feared additional costs of millions and the associated public criticism in a special session in December. At the center of the criticism: Lars Johannson, the former garden show manager.
The accusation: For every order that exceeded the upper limit of 12,000 euros, the garden show manager would have had to obtain the approval of the state horticultural show shareholders' meeting, among other things. This did not happen in a total of 64 cases and the responsible department heads in the town hall were not informed of the additional costs in any of the cases complained about. Ultimately, the city's estimated costs for the state horticultural show were exceeded by millions. A municipal grant budget of 2.4 million was planned, but the actual expenditure was 5.8 million. Major deficits were already foreseeable in the run-up to the event: An example of this are the planned personnel costs of 1.5 million euros, which were already recognizable as angry before the start of the event. The taxpayers' association also became aware of the million deficit in Papenburg and called on the city to investigate and secure the losses at the expense of taxpayers.
The procedure for breach of trust against the dismissed garden show manager Johannson has now been set. The judge at the Osnabrück regional court had established the offense of infidelity, but acquitted the accused for lack of intent. The defendant is therefore not deemed to have a criminal record.
