The Landesgartenschau Zülpich was the 16th state horticultural show (also: LGS or LaGa) of the state of North Rhine-Westphalia and took place together with four other state horticultural shows in Germany in 2014. It was open in Zülpich from April 16, 2014 to October 12, 2014 and had the motto "Zülpich Millennium Gardens - From Roman times to the 21st century". After the LGS in Mechernich - Kommern in 1972, the LGS Zülpich was the second state horticultural show in the Euskirchen district .

Large parts of the site will remain under the name Seepark Zülpich even after the state horticultural show .

history

Application for the State Garden Show 2010

The then NRW state government decided on January 26, 2006 to continue the state horticultural shows every three years between 2008 and 2017. Since the 2011 Federal Horticultural Show was to take place in Koblenz , less than 100 km from the North Rhine-Westphalian border, the state horticultural show planned for this year was brought forward one year.

The city council of Zülpich commissioned a feasibility study on September 7th, 2006 , which was supposed to evaluate the possibilities, financial consequences and risks of a state garden show in Zülpich and to provide a promising concept for an application. In a citizens' workshop , ideas and suggestions for a state horticultural show were collected, including the construction of a lake promenade and the beautification of the marketplace currently used as a car park . On February 8, 2007, the city council decided to apply to host the state horticultural show. If there is no award for the targeted year 2010, the city of Zülpich will also be available for the subsequent state horticultural show.

The only competitor for the State Garden Show 2010 was the city of Hemer . The selection was carried out by a ten-person independent evaluation committee. It consisted of representatives of the State Working Group on Horticulture and Land Care, the Association of Cities and Towns in North Rhine-Westphalia , the NRW Tourism Agency, the nature conservation associations, science, the state associations of allotment gardeners , the North Rhine-Westphalia Garden Authority Conference and the Ministries for Building and Transport and for Environment and Nature Conservation. The commission visited Hemer on April 24th and Zülpich on April 27th, 2007 in order to get an idea for their selection recommendation.

The North Rhine-Westphalian Minister for the Environment and Nature Conservation, Agriculture and Consumer Protection, Eckhard Uhlenberg , announced that Hemer would be the organizer of the 2010 State Garden Show in Düsseldorf on May 2, 2007 . “It was a very close race. Both applications were of a high standard and, in the opinion of the commission, were well suited for holding a state horticultural show. ”In his reasoning, he valued“ the elimination of the deficits in the settlement structure and the improvement of the tourist profile in Zülpich is not as absolutely necessary and urgent ”as for Hemer one.

However, Zülpich submitted a "state garden show application". Zülpich's mayor Albert Bergmann was urged by Uhlenberg that Zülpich should apply again for the next state horticultural show.

Application for the State Garden Show 2014

On August 30, 2007 the city of Zülpich submitted the application documents for the State Garden Show 2014, the only competitor was the city of Hamm . The application submitted by the city of Duisburg could not be considered due to the city's financial problems. The city of Ahlen had worked out an application, but had not submitted it due to open questions about the subsequent use of the state horticultural show site.

After the evaluation committee visited Zülpich on April 2, 2008 and Hamm on April 3, 2008 and voted unanimously in favor of Zülpich, Zülpich was officially awarded the contract by the Environment Minister on April 8, 2008. This time Uhlenberg stated in the explanation: “In the end, the concept from Zülpich was more convincing, because it clearly shows that the garden show in Zülpich is the most suitable instrument for future urban development and thus unites the city and the region in terms of tourism will give an important boost. "

The award was celebrated in the courtyard of the town hall in Zülpich with a short-term public festival.

Organization and construction of the garden show

On January 22nd, 2009, the Friends' Association for the State Horticultural Show 2014 with 105 founding members joined forces in the Martinskirche community center.

The Landesgartenschau Zülpich 2014 GmbH was founded on February 9, 2009 for the preparation, implementation, processing and dismantling of the State Garden Show . The shareholders of the GmbH are the city of Zülpich and the State Working Group on Horticulture and State Care NRW eV (LAGL) based in Cologne. Urban planner Christoph Hartmann and graduate engineer Heinrich Sperling were appointed managing directors. The company has a share capital of 30,000 euros, with the city of Zülpich taking over a capital contribution of 20,000 euros and the LAGL one of 10,000 euros.

In the Supervisory Board Mayor Miner sit as chairman, to City Treasurer Ottmar Voigt, the six chairmen of the Council of the City Zülpich political groups and four representatives of lagl. The district government of Cologne, the Ministry of the Environment of North Rhine-Westphalia, the Euskirchen district and the LaGa-Förderverein each send an advisory member. Construction work to improve the infrastructure

The traffic light crossing in front of the Kölntor was replaced by a roundabout , zebra crossings replace the pedestrian lights. In the course of this renovation work, Martinstraße was renewed until the city wall was breached and the entire Frankengraben up to the Münstertor was renewed. Cycle lanes were also built here on both sides . The renovation work started in May 2011 and was completed in early October 2011.

The renovation work on Nideggener Strasse was carried out from July 2011 to February 2012. In addition to the renewal of the road surface and sidewalks , columnar hornbeams were planted along the street.

The forecourt at the Münstertor was also converted from a traffic light junction into a roundabout from April 2012 and should thus form a much more attractive entrance to the old town. For this purpose, the corner house, a housewares store that had been vacant since summer 2009, was demolished as part of the property was needed to build the roundabout. The green area adjacent to the intersection has been redesigned. The square at Weiertor and Weierstrasse were also renovated. Due to sewer work on Bonner Strasse, this was also renewed.

Historical finds during the construction of the state horticultural show

In February 2011 archaeologists found a twenty-meter-long moat and the remains of supporting pillars of a drawbridge , which was unknown up to that point in time and which made it possible to access the castle without entering the city , while excavating at the Kurkölnische Landesburg . These supporting pillars consisted of the remains of the previous castle built on the same site around 1350. In addition, the archaeologists came across broken dishes, food waste and a cannonball made from Drachenfels - trachyte weighing around 2.5 pounds.

During renovation work on the market square in April 2011, numerous finds from the late Roman and Franconian times were discovered. In addition to around 50 graves, including three sarcophagi from the sixth or seventh century with the grave goods customary at the time, a section of the Roman road that led to Neuss was discovered for the first time . Remains of two chapels, one of which was of Roman origin, as well as a 17 meters deep, medieval well , which was built in the 16th century at the latest, were discovered. These finds lead to construction delays of several months, since at this point, which lies outside the Roman city limits, no archaeological monuments were expected to be found at all due to the destruction caused by the Second World War . The excavation costs of 129,000 euros largely burden the budget of the city of Zülpich as the property owner of the market square.

During archaeological excavations, which took place from July to September 2011 in the run-up to sewer work on the Mühlenberg, various finds from Roman times were discovered. Remains of a residential building with columns , which otherwise only existed in temple-like buildings, indicate that wealthy Romans lived here. This is confirmed by finds of high-quality tableware from the second century. In addition, the archaeologists found the remains of Trier saying cups from the fourth century, as well as a fireplace made of bricks and the remains of a horse's teeth.

During the construction work on Burgplatz and Kirchplatz on the Mühlenberg in summer 2012, archaeologists uncovered numerous finds from Roman times, late antiquity and the Middle Ages. In addition to the remains of house fronts, burned bricks, a rammed earth floor and remains of Roman underfloor heating were found here, which suggests a larger house at this point. The houses were decorated with geometric wall paintings and partly also with mosaics . Also Samian , a brooch made of bronze and a gold pearl that probably was part of a chain of glass were discovered. Immediately in front of the parish church of St. Peter, the archaeologists excavated a matron stone from the second to third centuries. On the Mühlenberg, the archaeologists uncovered a Roman well from the second to third centuries. A young man's head made of Lorraine limestone was also found here between 50 and 70 AD . This half- relief has a size of around 27 centimeters and probably adorned the stone surround of a coffin. In addition, 23 wooden graves were discovered on the Mühlenberg, the traces suggest that people were buried here from Roman times to the 18th century.

During the renovation of the east tower of the state castle at the end of 2012, a walled-in Gothic window was found.

The state horticultural show comprised three main venues, the 20 hectare “Seepark” on the water sports lake Zülpich , the approximately 5 hectare “Park am Wallgraben” and the “historic old town”.

As early as December 13, 2007, the council of the city of Zülpich decided, with a view to the state horticultural show application, to acquire the water sports lake from Juntersdorf GmbH , which had been leased annually for 40,000 euros . In addition to the 85 hectare water sports lake, the city of Zülpich also acquired 25 hectares of ancillary areas on February 15, 2008, the purchase price was EUR 1.05 million. The acquisition of the lake, which the city had been striving for for many years, was made possible by the transfer of the sewer network to the Erftverband in 2007 .

For the design of the area on the water sports lake , the State Garden Show 2014 Zülpich GmbH praised the landscape architecture competition "Seepark", which started on February 13, 2009. The aim of the competition was to make the lake much more attractive both for the people from Zülpich and for visitors to the State Garden Show. An individual design was sought that creates a recognition effect for the lake. Almost 100 applicants submitted drafts for the design of the Seepark by May 6, 2009; on June 10, 2009 the Geskes und Hack Landschaftsarchitekten GbR office was awarded the contract.

This design was characterized by a Mediterranean landscape. The avenue "Stadtachse" (extension of Bonner Straße) led to a large square, the so-called "Römerbastion". This consisted of a balcony with a lookout in the direction of the flower terraces laid out from here to the lake shore. Umbrella pines provided shade and underlined the Mediterranean appearance of the Roman bastion. From here two paths led along the shore of the lake like a promenade. The center of the Seepark was formed by the large "sea axis" in the south-western area, where a floating sea bath was created next to the "Millennium Gardens". The original planning provided for jetties, deck decks, water slide , diving tower , bathing pavilion with steam bath and hot and cold baths, but the implementation was not that extensive. The approximately three-meter difference in height between the beach and the promenade was bridged with a seating system that could be easily converted into a large “lake arena”, while a 40 meter jetty served as a “lake stage”. The seating system offered space for up to 1,300 people. This seaside resort was chosen as the central point of the Seepark, because Zülpich is home to what is probably the best-preserved Roman thermal bath north of the Alps and has been the only German museum of bathing culture for several years .

One of the special features of this design was the “Forum Holz”, a wooden floating stage that was framed by two buildings on the bank. This involved two wooden structures, a restaurant building called "Lago Beach Zülpich" and a two-story exhibition building that not only served the joint presentation of various natural and environmental institutions, but also accommodated the infrastructure required for the outdoor pool. In addition, rooms for the DLRG were planned here. A CO 2 -neutral operation of the building was aimed at with an integrated photovoltaic system and a solar thermal system . However, it was decided to use heat from the lake water using a heat-energy exchanger to ventilate and heat the buildings.

A hotel with a wellness area was supposed to be directly adjacent to the seaside resort, but the project never got beyond the planning phase.

In December 2010, large parts of the northern bank of the lake were cleared. There were no woody areas worthy of preservation here, but mainly overaged poplars that had been planted to secure the slopes of the brown coal open- cast mine . Individual trees worth preserving have been preserved. The subsequent afforestation is a pilot project by the forest authority. With a view to climate change, heat-loving trees were planted here, such as the sweet chestnut . In one area, a tertiary forest is being created , which consists of the trees typical of the time lignite was formed. By keeping a total of four viewing windows free, a view of the lake will be made possible from the promenade in the future.

The newly emerging forest of the 21st century was inaugurated on March 13, 2011 by NRW Environment Minister Johannes Remmel .

At its meeting on December 13, 2011, the Zülpich City Council decided, due to the construction work and the required access roads in the southern part of the lake, to suspend bathing use at the water sports lake until the seaside resort reopened in 2014.

Together with the Association of German Landscape Architects , the State Garden Show 2014 Zülpich GmbH launched a design competition for young landscape architects and students in May 2012 under the name “Garden of the Future at the State Garden Show Zülpich 2014”. From the 15 submitted designs, the seven-member jury decided on the design "Plant as many trees as possible" by Andreas Hermanns from Niederkrüchten . It is a rectangular garden enclosed by hornbeams that look like large pillars . The interior of the garden is loosened up by bushy hornbeams; thick oak blocks serve as seating elements for visitors. Hermanns included a total of 200 hornbeams in his concept, which, however, were not firmly planted, but attached to welded wire mesh with straps. However, this construction was invisible as the ground was filled with wood chips . Thus, at the end of the state horticultural show, the garden could easily be dismantled and the trees replanted. “The design takes up the severity of classical Roman architecture and implements it in a contemporary way through the density of the planting,” praised the jury.

In order to ensure barrier-free access for visitors, several hills that lay between the entrance area and the lake were removed, while soil was poured in the direction of the lake. In total, more than 10,000 cubic meters of earth were moved here.

By September 2012, 4149 perennials and 6110 hedge plants had been planted in the area of ​​the Seepark. By January 2014, the numbers increased significantly to 3,441 trees, 161,500 perennials, grasses and bulbous plants, 8050 roses and 6,360 shrubs, but here the park at Wallgraben was already included. 70,000 tulip bulbs were planted at the Roman bastion alone .

Avenues

Three differently planted avenues led to the Seepark. The first two rows of trees were funded by the state of North Rhine-Westphalia as part of the 100-Alleen program and opened by Jürgen Rüttgers, then Prime Minister of North Rhine-Westphalia, on April 15, 2010.

From the Lövenich district , the parking lots on the lake can be reached via a concrete road, the so-called "Seeachse", which dates back to the days of lignite mining. The landscape planners had 252 German oaks planted along this concrete road and a new cycle path that was built right next to the concrete road .

As a connecting avenue from Park am Wallgraben , one could walk along the "Lichweg" along 108 Swedish whitebeams to the shores of Lake Zülpich.

The "Roman Axis" from Bonner Strasse to the lake led to the large Roman bastion on the lake shore . Zülpich's Roman past was referred to here with Mediterranean landscapes. No typical Mediterranean trees were selected for the avenue, but the native columnar hornbeam should come very close to the Mediterranean style. A total of 78 trees were planted. This avenue was not funded by the 100-avenue program NRW because the use of columnar hornbeams was rejected by the Ministry of the Environment. Instead, it was financed through urban development funds from the Ministry of Construction and Transport .

In the 100-Alleen program, 80 percent of the trees were purchased, and 70 percent of the urban development funding. Since 10 percent of the costs were borne by the Landesgartenschau Zülpich 2014 GmbH , tree sponsorships were offered through the sponsoring association in order to raise the difference. The Förderverein also offered tree sponsorships for the columnar hornbeams on Nideggener Straße and Bonner Straße and for a number of around 50 swamp oaks in the grounds of the Seepark.

The moat zone surrounding the historic city ​​center was redesigned as a park at the moat and made accessible to the public. Through a 32-step staircase that is wide up to 9.80 meters and was completed in mid-2012, access from Castle Square to the moat was possible. The stairs led directly to the lower, new Burgplaza, where events took place against the backdrop of the Landesburg during the state garden show. A stage and seats for 400 people were built. In addition, a new bridge created a barrier-free footpath between Burgplatz and Wallgrabenzone, which connected the Park am Wallgraben with the historic old town. The bridge was 24 meters long, weighed 22 tons, was made of cast iron and was designed in a simple design, as it should not distract the eyes of the visitors from the castle. The bridge was cast in two parts in Lingen , Lower Saxony , and then transported by heavy haulage to Zülpich in November 2011 and welded together here. However, it was not officially opened until April 2014.

At the end of the bridge was a 1000 square meter rose garden called "Rosarium Tolbiacum", in which a total of 800 roses were planted. A water basin was built in the middle of the garden, and there was also a viewing platform here, which allows a view of the city wall, Weiertor and the orchards of the moat. A serpentine path led downhill through the adjacent orchards , from here to the Weiertor show gardens were built. To the south of the Rosarium Tolbiacum was a children's play area, the new castle playground.

Zülpich's twin towns, Blaye ( southern France ) and Leiwen ( Moselle ), laid out an 800 square meter vineyard next to the Weiertor on April 23, 2010 , based on the historically proven viticulture in Roman times . In the lower flat part, typical for Blaye, 200 vines for red wine of the “ Merlot ” variety were planted and in the slope length typical of the Moselle, 200 vines for white wine of the “ Phoenix ” and “ Johanniter ” varieties were planted. The two other twin cities Elst and Kangasala were also included here. In November 2011, farmers from Elst planted 150 different varieties of rose bushes , including English roses , as well as a total of 19 apple , pear and plum trees of the varieties “Glorie van Holland”, “Pipperling” and “Betuwse Kwets”. In addition, a log cabin with a birch grove , typical of the Finnish Kangasala, was to be built there. During the state horticultural show, a vinotheque should be set up in Weiertor , where, in addition to freshly squeezed apple and pear juice from the fruits of the fruit trees, the wine made from the grapes of the vineyard should be available exclusively.

There were also orchards further north, and large flower fields were established to the west, which were planted with spring, summer and autumn flowers in the seasonal change. The completion of the park to the west were the gardens of horticultural associations and allotment holders and the issue of contributions Friedhofsgärtner that at this point grave times presented and grave plantings.

The bridge, outside staircase, rose garden, castle playground, orchards and vineyard will remain after the state horticultural show and will be made accessible to the public, the remaining parts of the park will be dismantled.

Historical old city

The old town remained freely accessible as the only part of the state horticultural show. The market square was redesigned from a parking lot to a large open space with outdoor catering, the forecourt of the Church of St. Peter and the Kurkölnische Landesburg am Mühlenberg were also redesigned. The “Rampenhalle”, which was built directly onto the Landesburg in the south-east in the 1950s and seen from an aesthetic point of view as a construction sin , was demolished in July 2011, thus releasing the castle, which is linked to the historical situation. This is where the access to the outside staircase to the Burgplaza will be. The 30-meter-high east tower of the castle was converted into a public observation tower from February 2012, for this purpose a spiral staircase was let into the tower from above with the help of a crane . In addition, the facade of the tower was extensively renovated taking into account the preservation of historical monuments. The viewing platform will also be available as an attraction for citizens and tourists after the state horticultural show; access will take place via an outside staircase.

The shopping streets have been upgraded selectively. This mainly affected the "Kinat" as the new, identity-creating center of the shopping streets. In order to achieve this goal, the existing roundabout was dismantled. The papermaker's well standing there was preserved, but was moved a few meters. The dismantling into a T-junction created a generous space at the intersection of Guinbertstraße, Schumacherstraße and Kölnstraße, which should be used for outdoor catering. A planting of columnar hornbeams was planned in order to reinforce the Mediterranean impression here as well.

Localities

The 24 villages that belong to Zülpich were also involved in the state horticultural show. For this purpose, a total of 1000 climbing and flowerbed rose sticks were made available for all localities. It was the floribunda rose "Garden of Roses", the climbing rose is a pink-colored rose that is characterized by full bloom and a fine fragrance. The rose was christened "Rose de Tolbiac" on July 27, 2012, and 3800 plants were produced for the State Garden Show. In June 2013 the "Rose de Tolbiac" was awarded the prize of the rose city of Zweibrücken in the 61st International New Products Competition .

In addition, the Rhineland Regional Council made 154 fruit trees, 153 deciduous trees and 551 hedge plants available free of charge for the localities as part of the “measures to preserve and restore culturally and historically founded landscapes by providing planting material”. These were exclusively local trees and bushes as well as fruit varieties that were tried and tested in the region.

costs

At the time of the preparation of the feasibility study for the State Garden Show 2010 in October 2006, total investment costs of around 10 million euros were planned. This amount increased to 15.6 million euros by the time the application was submitted in spring 2007.

In the application submitted in August 2007 for the 2014 State Garden Show, the same amount plus an inflation increase of 5 percent, i.e. costs of around 16.4 million euros, was calculated. In the course of further planning, the costs increased to around 20 million euros, of which the city of Zülpich should raise 9.2 million euros. In 2010, a reduction in urban development measures and lower land acquisition costs reduced the estimated investment costs to 17 million euros, and the city of Zülpich's own contribution to 5.97 million euros.

9.1 million euros of this went into the construction of the Seepark, 4.5 million euros into the construction of the park on Wallgraben (including Burgplatz and Kirchplatz). The remaining 3.4 million euros were distributed among the other projects, of which 1.28 million euros went to the renovation of the market square and 394,000 euros to the expansion of the east tower of the state castle.

In February 2010, the NRW Ministry of Urban Development increased its funding for urban development measures as part of the LaGa from 60 to 70 percent, meaning that the city of Zülpich only had to bear 30 percent of the investment costs itself. A total of 2.177 million euros in funding flowed here, with the Environment Ministry of North Rhine-Westphalia providing a further 5 million euros.

The establishment of the “Forum Holz” was also funded by the NRW Ministry of the Environment with 900,000 euros.

In December 2012 it was announced that the city's own share of the unchanged total costs had decreased to 4.8 million euros, and the federal, state and district authorities invested an additional 20 million euros in road construction and urban development funding.

Excluded from these cost estimates were land acquisition costs for land around the water sports lake, which amounted to around 370,000 euros. In addition to the investment costs, the implementation budget for the state horticultural show provided for expenses of around 6.3 million euros; the city of Zülpich reckoned with a need for subsidies of around one million euros.

marketing

The logo of the State Horticultural Show was a water lily designed by the company trafodesign GmbH from Düsseldorf . The water lily stood for the connection between the lake and the garden landscape, thanks to its shape and strong colors, it should appear playful and dynamic. In the lower part of the logo, the use of pale shades of color suggests a reflection of the flower in the water, the horizontal writing between the blossom and the reflection, Landesgartenschau 2014 Zülpich, should represent the shoreline.

Six agencies took part in the ideas competition with their own designs.

mascot

The Landesgartenschau Zülpich 2014 GmbH launched the ideas competition “My State Horticultural Show Mascot” on March 19, 2011. The deadline for entries was April 30, 2011. Not only individuals but also associations, schools and kindergartens could take part. The aim was to get an original idea for a popular figure for the LaGa. The mascot should not only be on the road as a walk-act figure at the state horticultural show, but also advertise in the region in advance and also serve as a template for various marketing items, such as soft toys and key rings.

From a total of 89 submissions, the student Thorsten Kleinert's idea was chosen as the winner. Tolbienchen's suggestion was a bee wearing a Roman helmet, war belt and sandals . As an animal, the bee had a direct reference to the theme of gardens and flowers, while its external appearance pointed to the history of Zülpich as a Roman city. This also applied to the name of the mascot, which was a play on words with the Roman name Zülpichs, Tolbiacum.

From July to August 2011 the mascot was realized by the costume workshop Stefanie Ludwig in Hagen am Teutoburg Forest , which had already made the mascots for the Federal Horticultural Show Schwerin 2009 and the Lower Saxony State Horticultural Show 2010 in Bad Essen .

Sponsorship

In March 2011, the Landesgartenschau Zülpich 2014 GmbH announced that sponsors with cash and non-cash benefits of around 200,000 euros could become so-called “premium sponsors”. This included the right to name a specific project. There were a total of two premium sponsors. The main venue of the LaGa, the floating stage, was named after a bank, and an energy supplier was presented as the second premium sponsor in 2012 after a meadow in the Seepark was named.

Events

Flower shows

Eleven flower shows were organized as part of the state horticultural show. The shows, which were adapted to the respective season, could be seen for ten to 23 days. During the three-day renovation phases between the flower shows, the hall was open for the flower shows, and visitors could watch the gardeners preparing the flower shows.
