The Erftverband has been a public corporation that has existed since 1958 and is one of the major water management associations in North Rhine-Westphalia . He is responsible for water management in the catchment area of ​​the Erft and is based in Bergheim / Erft. Its total area covers 4,216 km² with around 2.7 million inhabitants.

Tasks of the Erftverband

The tasks of the Erftverband are set out in the “Law on the Erftverband” (ErftVG) of 1958, last amended in 2012: 1. Research and observation of the water management situation in connection with lignite mining ; 2. Regulation of water runoff, including balancing the water flow and securing flood runoff of surface waters or sections of water and in their catchment areas; 3. Maintenance of surface waters or sections of water and the facilities functionally related to them; 4. Returning developed surface waters to a near-natural state; 5. Regulation of the groundwater level ; 6. Avoidance, reduction, elimination and compensation of water management and related ecological changes caused by effects on the groundwater level, in particular by the mining of lignite or expected adverse changes; 7. Procurement and provision of water to secure the current and future supply of the population and the economy as well as promotion of measures to reduce water consumption; 8. Wastewater disposal in accordance with the State Water Act; 9. Disposal of the waste generated during the performance of the association's tasks; 10. Avoidance, reduction, elimination and compensation of adverse changes in the surface water that have occurred or are expected to be caused by wastewater discharges or other causes.

Association history

In 1859 the "Cooperative for the Melioration of the Erft Lowlands" is founded, which is later called the Erftgenossenschaft and Erftverband. With the "Law on the Erftverband", the Erftverband has existed as a special statutory water management association of the state of North Rhine-Westphalia since 1958.

The Erftverband is of particular importance due to the water management challenges in the Rhenish lignite district . From the second half of the 19th century onwards, industrialization and railway construction led to large-scale mining projects, which, with the increasing development of high-performance opencast mining technology, penetrated ever greater depths. The extraction fields reach dimensions that make it necessary to pump out groundwater at a depth of over 500 m. By the end of 2010, 30,877.2 hectares of land in the Rhineland had been used by open-cast lignite mining. As a result of the groundwater maintenance and the introduction of cooling water from the power plants, the Erft has had significantly warmer water than naturally available for a long time. The effects are tracked in long-term monitoring.

Members

The members of the Erftverband are the owners of the active and disused lignite mines located in the association's area, including their briquette factories, electricity works and water supply systems; furthermore cities, municipalities and districts, public water suppliers, industrial and commercial operations with relevant wastewater quantities, owners of transport facilities and the Bergheim fishing cooperative.

The Erftverband in the present

In addition to its general tasks as a water management association, the Erftverband in the Rheinisches Braunkohlerevier has permanent special challenges in managing the groundwater , ensuring the water supply and protecting the numerous wetlands . The operation of the sewer networks in Rommerskirchen , Meckenheim and Zülpich are also new tasks . The Erftverband has had an operating data and fault reporting system since 1995. All messages that arise in the sewage treatment plants , rain overflow basins and soil filter basins are recorded and transmitted to the headquarters in Bergheim via landline and GSM connections, since the end of 2006 also via SDSL and ADSL . About the system is the Störmeldealarmierung of duty operators if the stations are not staffed, settled. The future developments are outlined by a “master plan”, z. B. plans to shut down 19 sewage treatment plants and merge them into larger units.

The association area

The association area in the Lower Rhine Bay includes the above-ground catchment area of ​​the Erft in the state of North Rhine-Westphalia as well as that of the north channel with Jüchener Bach south of the north channel, the north channel avenue and the Scheibendamm in the city of Neuss . Outside the association area, the association still has tasks in the Venloer Scholle, the Rurscholle and the Erftscholle as well as in the left Rhine valley from the northern city limits of Bonn to the mouth of the Erft into the Rhine near Neuss and beyond between the North Canal, the border of the district of Viersen and Neuer Niers . If the public interest so requires, the association can also be active in other areas of the brown coal region.
