In 1922 he became chairman of the Glanzstoff works council , and in 1927 municipal council in St. Pölten. He held both functions until the dissolution of the SDAPÖ in 1934.

Beetle had been in command of the Republican Schutzbund for the Wagram Department since 1932 . After the Austrian Civil War , he was arrested and served a ten-month prison sentence for high treason. Disappointed by these events, he joined the banned KPÖ in 1935. After the annexation of Austria , he worked again as a stoker in the gloss fabric factory, but did not join the NSDAP . That is why he was imprisoned in the Buchenwald concentration camp on September 1, 1939 and remained there until 1942. He then went back to his job as a stoker, but had to report to the police every third day.

With the occupation of St. Pölten in 1945, the KPÖ became legal again, and Käfer was in charge of setting up an auxiliary police force. On May 16, 1945 he was appointed mayor by the city commander of the Red Army. In December of the same year he resigned from office to enable a new formation based on the previous election. This had Wilhelmstein gods won with the SPÖ. However, this resignation was not accepted by the occupying power and both he and all municipal councilors remained in office. Only after the next election in 1950 did he hand over the office to his successors. He then worked for a long time as a city councilor for the school system. He died on September 22nd, 1962 in St. Pölten.
