With 22 members (as of March 20, 2018) it is the smallest of the six political groups in the PACE. It includes eight members of the Turkish ruling party AKP , six Italian and four members from Azerbaijan  . There are also representatives from Serbia , Bosnia and Herzegovina , Macedonia and San Marino . The chair is Adele Gambaro , an Italian senator who was elected for the five-star movement and is now non-party .

The FDG is considered a pro- Russian and pro-Azerbaijani parliamentary group. The FDG was founded as a result of the exclusion of the Russian delegation from PACE as a result of the Russian annexation of Crimea .
