External evaluation

An external evaluation is a particular form of evaluation . It represents a counterpoint to self-evaluation . The term "foreign" of external evaluation refers to the control of the evaluation process. If, for example , a school undergoes an external evaluation as part of school development , this could be an evaluation initiated and controlled by the responsible school supervisory authority . Examples

  1. An example of an externally controlled, formative, external evaluation with the aim of controlling an evaluation object would be: A school supplies data sets for an external evaluation . With this raw data, the school supervisory authority - together with data packages from other schools - carries out a meta-evaluation of school programs (here: PQS model).
  2. An example of an externally controlled, formative, internal evaluation with the aim of accountability would be: Regular schools are legally obliged to carry out internal evaluation measures and school programs such as the Hamburg model.
  3. An example of an externally controlled, summative, external evaluation with the aim of checking an evaluation object would be various school rankings as the results of national test procedures (English model).
  4. An example of an externally controlled, summative, internal evaluation with the aim of accountability would be: a state school supervisory authority conducts school inspections and gives suggestions for development measures at the school concerned (e.g. the Dutch model of regular school inspection).
