The business processes for supplying customers with electricity ( GPKE ) in Germany aim to standardize business processes and data formats in the handling of supplying customers with electricity in the liberalized electricity market .

Legal background

On July 11, 2006, the Federal Network Agency decided on uniform business processes and data formats that relate in particular to the supply of electricity to end customers.

As of August 1, 2008, a comparable resolution also regulated the gas market. Before standardization, there were a variety of processes and data formats. The GPKE aims to reduce or eliminate the market entry barriers for new service providers.

The decision of the Federal Network Agency is binding for all affected market players (suppliers and network operators); it has to be implemented. The Federal Network Agency is entitled to adopt binding requirements under the applicable Energy Industry Act and the Electricity Network Access Ordinance. If the requirements are not observed, civil law consequences and / or a fine procedure by the Federal Network Agency are possible.

When changing suppliers, an end customer switches between two energy suppliers. At the end of or start of delivery, the energy supply ends / begins at a tapping point. In the case of basic and substitute supply, the entry or exit from these supply scenarios is regulated. In the case of meter reading and metered value transmission / measured value transmission, metering data is exchanged by the distribution network operator on a read-out basis or on a case-by-case basis. The change in master data relates to the exchange of data, such as B. customer data, consumption forecast values, etc. The business data request is sent from a new supplier to the distribution network operator. The network usage billing represents the billing of the network usage charges for standard load profile customers (so-called SLP customers) and customers with registered load profile measurement (so-called RLM customers).

To handle business processes, a number of EDIFACT message types were prescribed for use in certain processes. They should enable the automated handling of business processes. The formats are defined and updated regularly.
