Pledge (Public Service)

With the pledge according to § 6 Federal Employees collective agreement (BAT) and § 7 collective agreement for workers of the federal and state governments (MTArb) had the employees or workers in the German public service towards his employer , the conscientious performance of duty and respect for laws to vow. The pledge was made by repeating the following words and reinforced by a handshake :

"I vow I will my service obligations conscientiously fulfill and the Basic Law for the Federal Republic of Germany true and the laws."

A record was to be made of the vow to be signed by the employee or worker .

The successor agreements of the BAT, the collective agreement for the public service applicable to the federal government and the municipalities (TVöD), the collective agreement for the public service of the federal states (TV-L) valid for all states except Hesse and the collective agreement for the public service of the state of Hesse no longer provide for a pledge. In the special administration section of the TVöD, it is only regulated that employees of the federal government and other employers, in whose areas of responsibility also sovereign activities are performed, must commit themselves through their entire behavior to the free democratic basic order within the meaning of the Basic Law. (§ 41 S. 2 TVöD-BT-V) According to § 3 TV-L as well as § 3 TV-H, all employees, regardless of the performance of sovereign tasks or employment in the administration, must adhere to the free democratic basic order through their entire behavior confess within the meaning of the Basic Law.
