The municipal council and mayoral elections in Carinthia 2009 took place on March 1st, 2009 and were held at the same time as the 2009 state elections .

Starting position

The SPÖ emerged as the clear winner from the municipal council and mayoral elections in 2003 . She had won 46.4% of the vote and thus gained 5.9 percentage points. The FPÖ had lost a lot and, with losses of 6.9 percentage points, only got 19.1% of the vote. The ÖVP recorded a slight increase in votes with 1.2 percentage points and overtook the FPÖ with 23.5%, while the other parties achieved 10.6% (-0.5 percentage points). With 0.38% of the vote, the KPÖ achieved an increase of 0.32 percentage points. Thanks to its election results, the SPÖ was able to provide 1,145 councilors, the ÖVP reached 628 councilors, the FPÖ 507. In the direct mayor elections, the SPÖ won 70 mayor posts in 2003 and the ÖVP was able to provide 26 mayors. The 21 mayors of the FPÖ switched to the BZÖ in the course of the split, and 15 other mayors were provided by lists of names.

In the 2009 municipal council elections, in addition to the SPÖ, ÖVP and BZÖ, the FPÖ ran in 30 and the Greens in 23 municipalities. In two municipalities (Keutschach and Velden) the Greens ran with the Enotna Lista , which refused to stand for the state election. The Enotna Lista ran for candidates in 21 municipalities in the bilingual area.

Suffrage

In the municipal council and mayoral elections in 2009, all persons were eligible to vote who had reached the age of 16 on the day of the election, were not excluded from the right to vote, had Austrian citizenship on December 27, 2008, and had their main residence in Carinthia . According to the electoral roll, a total of 443,449 people were eligible to vote. In addition, there were 14,120 EU citizens who also had the right to vote at local level. The right to stand as a candidate was based on the same criteria, but candidates for the municipal council and mayoral elections had to be 18 years of age on the day of the election. The voting age for direct elections to the state parliament, municipal council and mayor was only reduced from 18 to 16 years in July 2008 through an electoral reform.

Ballot

As a result of the 2008 electoral reform, the Carinthian electoral law also enables early voting and postal voting. Eligible voters will be able to cast their vote on February 20th. The Carinthian municipality is obliged to open at least one polling station for at least two hours. Those eligible to vote in Carinthia can apply for a voting card in writing by February 25th at the latest or orally by February 26th at the latest from the municipality of their main place of residence. Postal voting is possible from within Germany as well as from abroad, whereby the voting card for the state elections must be received by the respective district electoral authority by March 9th at the latest.

For the municipal council and mayoral elections, a yellow official ballot was issued, which had to be put in a yellow envelope. In addition to the vote for one party, eligible voters could also give up to three preferential votes in the municipal council election, whereby a valid preferential vote was only possible for one candidate from the elected party.
